ing of the ways aud means committee
today Mr. Hailey on behalf of tbe
Democratic minority offered the sub
stitute agreed upon by them for the
proposition in the bill autborialng tbe
lssne ol $500000000 coin bonds. It
provided for an income tax of 3 per
emit on incomes from all sources In ex-
cess of S'oou. State county and mu-
nicipal bonds however were excepted
from Its provision to meet tbe unani-
mous decision of the supreme court In
this respect. The minority estimates
that such an income tax would raise
$100000000. Coupled with It was the
proposition to coin tbe silver selgnor-
age which at present amounts to $-13-000.000.
The substitute was voted
dowu by a strict paitf vote. No
amendments were offered to other pro
visions of the bill owing to the lack 1
time.
