of the ratification of the Hawaiian uu-
nexntlon treaty In the xt'cullve ses-
sion of the Senate yesterday.
He repented his assertion that Pres-
ident Cleveland was favorable to the
acquisition of the islaiul and ex-
pressed tlie opinion that it wns his In-
tention to restore Ojeen r.UiuoUiilaui
and then to negotiate with her a treaty
of annexation He elaborated his v e ws
on this subject at considerable length
suylmr-that while he believed it was
Mr. Cleveland's intention to annex
the island. he naturally changed his
Intention to do this through the resto-
ration of the queen when s'te made
known her bloodthirsty disposition
toward those who hud dethrored her.
He expressed the opinion that Mr.
Cleveland would never have taken
such a positive position as he did
take against thu Dole government an 1
in opposition to annexation but for
the antagonistic and misleading re-
port of Commissioner lllount
Mr. Morgan had been co'ivineed
from private interviews with the ex-
president that he not ojly belinvid in
the wisdom of annexation of Hawaii
hut that he would also liava recom-
mended the annexation of Cuba under
right condltlous.
Mr. Morgan took up the criticisms
upon the part of the government of
Hawaii defending it in strou terms
and eulogising Mr. Dole as one of the
