Mr. Wolcott said in part: "In cer-

ouues are crystallizing nnd not disin-
tegrating For more than a genera-
tion we have waited for the dav when
parties would divide solely on nation-
al questions und when the old sec-
tional issues growing out of the war

The time came. The parties met on a
broad economic quostion and lo! wo
emerge from the contest threatened
with another bitter sectional division.
Tho far Wost largely the child of the

pervaded with equal devotion to.whnt

"The West Is not decadent; its views

gonuliio nnd their hollefs are honest.
They would scorn any sort of evasion
of an obligation. They are patriot ie
men. There is in the whole far west
hnrdly n Northerner born who was old
enough to go to tho war whom you
wilt not see on Decoration day wenr-
ing proudly the badge of his old corps.
They are Americans to n proportion

views they chorlsh uro held with
practical unanimity.
"So universal a feeling as that
which pervades the groat Wost cannot
all be wrong. You cannot dispose of
a conviction hold bv millions of in-
telligent pooplo by cnlling it a craze

your while to look for the truth where
It is usunlly hidden somewhere bo-

Inclined to fear that. In this part of
the moral vineyard tlioi'o is a ten-

great wealth means necessarily tho
possession of great wisdom.

Fort Scott Kan. I)c Accord
ing lo n statement given out by I tilt-
ed states Postoflice Inspector Mercer
of St. Iouia Charles liobtnson alius
"Shorty" ltlackcy who Is now In jnll
here charged with the robbery of tho
itoe'tofllce at Nevada Mo has one of
the worst records of any criminal in
the country. The prisoner Is not n
day younger than .in years although
he appears to be no more than 30.
From psls of Robinson who are now
doing lime In the Missouri state peni-
tentiary Inspector Mercer has learned
of the esca miles in which the daring
criminal has lieen connected during
the) Inst few years.
About two years ago he with si
confederate was caught in the act Of
robbing n dwelling limine at Olrard
Kuu. but Itobinson escaped after be
ing allot twice in the hack ly the city
marshal there. He came to this city
and was eared for by a lewd woman
with whom he was in love. After he
hnd recovered suftlciently to begin no
tivu operations he was shot in tho
leg by Captain Chester of the Mem
phis railroad secret service who sur-
prised him in the act of robbing n car
of merchandise but he succeeded in
making his escape by dropping in tho
tall grass. In pursuing tho robber
Chester unknowingly passed within
six feet of where the desperado lay
with a cocked revolver in his hand
ready to take human lifo before sur-
rendering. Kohlnson was no.t heard of nt
Moundvllle Mo. where lie and a con-
federate robbed the postoflice secur-
ing n large amount of money and
stamps. Here the prisoner claims his
partner was killed by the explosion
that blew open the ostol!lco safe.
This part of the story is discredited
as no dead body was ever found. Tho
olllcers nre of the opinion that tho
prisoner murdered his companion
rather than divide the spoils. On tho
night of this robbery llobiuson stolo
a horse rode to this city made a
hasty onll on his sweetheart gave her
S10 and then left the city. It was
through this woman that Itoblnson's
capture was effected.
Next lie was at Nevada where tho
postofrlce was robbed. He ws. nearly
captured there a few weeks ago but
escaped from a house when it nits sur
rounded by olllcers and hid in a corn-
field for live days diirlng which time
his food wns carried to him by a wo-
man who was Infatuated with him.
Last summer lie wns connected with
the attempted ro'ibery of tho bank at
Hume Mo. and it was he who stole
the horse and buggy and drove to tills
city where the vehicle was discovered.
He whs also one of the gang that at-
tempted to rob the safe of the Rich-
ards Mo. bank.
To aid in hiding his identity the
prisoner has used acid on his gunshot
wounds to give them the appearance
of burns instead of bullet holes.
He has been bound over to await
the action of the federal grand jury at
Kansas City the rond jury having
failed through an oversight to Indict
hit last spring when his aceompllocs
wt re convicted.

been umiflleintly sounded as lo tho at-

complications In tho Far Kast with a
view to lonrrtng whether American
Interests In China were regarded as
sufficient to warrant any active step
by this government. From what
sources the inqniries have come Is not
disclosed. It Is well understood
however that (treat llrltnin would
look with favor on any action by
the United Stales which would servo
as a check on the advances of Germany
and KtiMia. The llrltlsh interests In
China are ten times greater than those
of Uernmuy Ilnssla and the United

Great ltrltnln Is left in n sort of rut

that this hud aceti communicated to

Although these soundings for they
amount to nothing more nn yet havo
not liihon ofllclnl form they havo beeu
sufficient to gain n pretty general un-
derstanding us to the attitude of this

tho United States has no Interest In

her only concern Is to guard estab-

crease the prodts of the railroads and
their mining companies is a monster
piece of finance and lieara the unmis-
takable stamp of .1. l'lerpont Morgan's
handiwork. The total profit annually
to tho coaI combine by the new scheme
it Is figured will be IM 4 000 000.
The plan of the coal men la to or-
ganize under the liberal charter of

entirely with the middleman and save
his profits lo the producers without
increasing the cost materially to tho
consumer. This new company which
has not yet received a name is to buy
from the coal roads their entire pro-
duct pay them adequate rates for
transportation to the markets nnd
sell to the retail dealers direct
The profits so saved It will distrib-

As tin) IndciKMuleiit producers have
been taken into the agreement every

law of supply nnd demand will no
longer enter into the economy of this
commodity.
