yesterday entered upon tho consider
ation of the pension appropriation
bill and stlrrod up a debate that
promises to continue for sevornl days.
Several of tho Southern Democrats
offered criticisms of various classes of
pensioners and Prlva'o John Allen of
Mississippi who led tho assault In a
speech replete with his characteristic
humor presenting a series of amend-
ments doslgtied as ho said to correct
some of tho most glaring evils. They
prohibit tho granting of pensions to
widows whoso applications were not
died during their widowhood and tho
granting of pensions to widows whoso
applications wore based on marriages
contracted nfter the passage of this
act and to permanently Insane or
idiotic minors who had reached their
majority.
Tho Northern Democrats however
vied with the Republicans in their
professions of friendship for the sol
diers and one of them Mr. Norton of
Ohio declared that tho Republicans
could not mnkc the bill too large for
him.
It was admitted on botli sides of tho
House during tho discussion that the

pensions wiild not cover the expend-
itures but ns Congress would bon
sosston Mr. Cannon said It would bo
easy to make good any dollclency that
might occur. In conclusion .Mr. Can-
non solemnly warned the House that
tho large anticipatory importations
would keep the roenue under tho
present law down to the minimum
and he appealed to his colleagues to
see to It that not one dollar Is appro
priated which Is not absolutely ucces-
sury to tho best Interests of tho nubile
service. This statement of Mr. Can
non was warmly applauded on the
Republican side.
Tho Senate did a considerable
amount of business although no very
important measures were considered
or passed and there was very little
debate. An hour was devote 1 to the
consideration of private pension bills
and forty-five were passed. The res
olution of the Pacific railroad commit
tee asking information regarding the
sale of tho Kansas Pacific wns passed
which gave Senator Gear of Iowa and
Senator Thurston of Nebraska nil op
portunity to make short speeches con
gratulating tho country upon tho set
tlement of thu Pacific railroad ques
tion.
