Harry Good register of deeds of 1'ayno
county is dead. Mr. Good was one of
the three lucky Republicans who sue

Payne county last fall. Be has served

Tho board of county commissioners
have not yet appointed any ono to fill
the vacancy.

unjoyed tho services of a more trust-
worthy faithful courteous and lov-
able man than L. R. Dolaney. He has
labored hero eight years and while
working loyally for tho Santa Fo has
done as much to promote tbo city's
welfare as any person living. Mr. De-
laney is a native of Now York and
came herefrom Uurlington Kan. Dur-
ing his residence in Guthrie ho
has won thousands of warm frleuds
by his business tact and exceptionally
genlhl disposition. That he will prove
a strong man at the Wichita station
thero is not tbe shadow of a doubt.
Del has tho make-up to succeed auy-
whore. Frank O'Neal a splendid gen-
ieman and an efllclent railroad man
who has worked here soveral years
will accompany Mr. Delaney andofllel-
ute as chief clerk. Ed Damon the Ir-

take a position under Delanoy at
Wichita.

Tax on personal property is not a
lien until levy of warrant and then
subordinated to a prior mortgage Hen.
This question was settled by a decision
of Judge Tarsucy in tho Maine coun-
ty court last week. The circumstances
were these:
The sheriff of that county levied
upon a bouse to satisfy a personal
property tax; tbo house was encumber-
ed by a chattel mortgage and the
owner of tho mortgage replovlued tbo
houso from tho sheriff claiming that
his lien was ahead of tho tax. Judgo
Tarsncv hold that the levy was good.
but tho sale of tho sheriff would hove
to be made subjoct to the mortgage
Hen: that the mortgage under tbo
present law was prior to tbe tax; that
tho (ax is not a lien until tbo levy.
Under the uistlng statutes this is
doubtless correct and it would seem
advisable to place the public ahead of
tb chattel rrnrtgage broker.
