one-third of the outstanding judg-
ments cannot be paid by a Ave mill
levy tho municipality inny by agree-
ment Issue twenty-year binds In set-
tlement of the excess of the judg
ments subject to call at any time by
tho municipality. Owing to the ex

bringing all municipalities to a cash
basis these bills will greatly relieve

of title to real estatu in Oklahoma.
Tho bill if enacted into law will be
eminently lienoQclal to Oklahoma In
various ways It will provide an easy
and safe means for any person to get a
reliable and safo abstract of tho title
to any real property In tho territory
and ascertain tho llens'nnd judgments
that oncumber It.
If an Irresponsible ngent or attorney
should make an abstract under the
present law and do his work so care-
lessly or corruptly that Injory and loss
should follow the Injured party would
bo praollcally without romedy. nut
under the present bill the abstract
companies aro required to die a good
bond for flvo thousand dollars before
thoy aro allowed access to the records
and thin bond isllablo for any damage
tlowlng from tho acts or omissions of
tho company.
There Is one Important amendment
that should be mado to the bill
That is a provision by which In case
of tho loss of tho county records by
fire or otherwise that the abstract
companies should allow the county
authorities to make copies of their
abstract records free of oharge to
supply the place of tho lost rocords
Pulton county in Georgia was coin-
polled to pay an abstract company
thirty thousand dollars for tho privi
lego of supplying from their records
tho contents of three books of record
stolon from tbo oounly olark's office
It was a significant fact that the ab
struct company was the only ben-
eficiary of the theft.
