There is now hardly a doubt that the
next legislature will be strictly a fnte
stiver body. In fact reliable polls
show that the gold standard poop o
will be exceedingly fortunate should
they succeed in electing flvo men to the
lower house.
With a legislature composed of intel-
ligent men and froe of Republican ob
staclut much good can be done for the
territory. Many of tho present lnfaru-
one laws will be repealed and judging
from the personnel of dlvor legislative
candidates there will be no halr-
brainod or ludierous bills introduced
in the body. Such unwholesome
measures as a civil rights bill or a
soparato conch measure will rccolvo no
consideration nor will largo sumo of
monoy be squandered through days of
drivnhng and fruitless discussion of
matter whiah are only intended to
stir up race prejudleos. The noxt leg-
islature will be a fair and conservative
body and all clap-trap bill and laws
for manufacture of political buneome
will be eliminated.

Somo Important Rules and Instruc-
tions tor Votors.
Ihore seems to have grown up a
notion that there is danger of one los
iug his vote after he has deposited it
in the ballot box by reaton of having
it thrown out by tho election judges
especially if ho votes a mixed ticket
Tliero is not the slightest grounds
for this fear if the voter when ho
enters the booth to prepare his ballot
will observe reasonable precaution
and will follow tlicso rules:
1. If ho intends to vote for all tho
enndidatee grouped under one device
it is only necessary for lilm to stamp
in thu square surrounding tho device
at the top of the group of names tie
wauls to vote for and all the names
thereunder nre voted for.
-'. If he dcHlreH to vote for some
names on each group of tickets on the
ballot ho must stamp in tho square to
the left of the namo or names he
wants to vote for and that votes for
the name immediately to tho right of
the square on which ho slump)
3. If stamp is placed on the device
at the lioad oi any one group and thon
in the square to the left of a namo on
another group it votes for tho name
on that group and not for his oppouont
on tho group stamped on the device.
1. Tho voters may omit stamping In
the device at the head ot any group of
names anil stamp In tho squares on
the left of any ticket and it votes every
name to the right of the stamps on
that ticket
S. To stamp in tho squares to tho
left of tho names of opposing candi-
dates for the same ofllee invalidates
tho vote as to these candidates but
not as to other names oteJ for.
0. If ono desires to vote a mlxod
ticket that is vote for names on more
than one tlckot it is test not to stamp
in the square surrounding tho device
but stamp in tho square to the loft of
each namo he wants to voto for on the
several tickets.
7. If tho voter requires instruction
about how to prepare his ballot its
judges must order tho clerks not one
of them but all of them to Instruct
him.
8. Tho voter must fold his ballot so
as to expose no part ot tho prlnt-d
matter or he will lose his vote as it
cannot be counted.
