Carlisle is a candldato for 'ho Presi-
dential nomination at Chicago and
public announcement to that effect
will soon bo mado by one of the Secre-
tary's closo friends in the Senate.
This announcement however will not
be made until President Cleveland has
formally stated his purpose not to per-
mit his name to bo used in tho conven-
tion in connection with a third term.
It is learned on excellent authority
that tho President has fully decided
upon this course and it is expected
that ho will make known his deter-
mination within a short time.
Although Secretary Olnoy's uamo
has been considered with favor among
the Democratic leadors it is known
that he does not desire tho nomina-
tion. It Is undoubtedly true that Mr.
Carlisle's candidacy will have the sup-
port of Mr. Cleveland and tho mem-
bers of the cabinet llo will go beforo
tho convention as the representative
of the sound money views of tho ad-
ministration. His fui ends in conduct-
ing tho canvass for Mr. Carlisle's nom-
ination will urge that It bo laid upon
a sound money platform und if ho bo
successful at Cliicairo will then make
this issue prominent In tno campaign
leading up to the November election.
Representative Patterson of Tenuos-
soo has received from Secretary Cur-
lisle the following loiter in response
to .ox-Speakor Crisp's declaration that
silver had received unfriendly treat-
ment at the secretary's hands:
"In nnswor to your question I can
only say that in all the operations of
tho treasury department during my
administration of its affairs the legal
tendor gold and silver coins of tho
United States have beon ttcatod pre-
cisely alike except that greater ef-
forts have boon mado to keep silver
coin in circulation tlmn have been
made to keep gold coin in circulation.
The amount paid out by the depart-
ment in silver coins and silver certifi-
cates greatly exceeds tho amount paid
out in gold coins and gold certificates
and in no instance has the lenst dis-
crimination been mado against silver
or its paper representative.
"In no instance has sllvor or silver
certificates been refused in payment
of a debt or demand duo tho govern-
ment and in uo Instance has tho gov
ernment refused to pay silver coins or
silver cortitlcates in discharge of its
obligations when the holders of the
obligations demanded or requested
such payment When United States
Treasury notes aro presented lor re-
demption gold is paid if it is demand-
ed and If silver is demanded silver is
paid. Thus tho coin of the two raetlas
Is treated exactly alike in making
payments by tho government as well
as in tho discharge of tho debts due to
tho government
"It has always been the policy of
the Treasury department to encourage
the use of silver to the largest possi-
ble extent and in order to accomplish
this standard silver dollars will bo
sent by express at the cost of the gov-
ernment to anyone who will deposit
an equal amount In silver certificates
or in treasury notes of 1630 with the
United States treasurer or any assist-
ant treasurer or with a national bank
depository and subsidiary silver coins
will lie sent by express at the expenso
of tho government to unyono who will
deposit with such efticers or banks
any kind of United States currency or
national bank notes; but gold is not
sent to anybody free of chnrge.
"In responso to your verbal inquiry
concerning tho coinage of standard
silver dollars during tho present ad-
ministration you fro advised that it
amounts to tho sum of 8flflf.2000 up to
the 15th of this month while tho
amount of such dollars coined in this
country from tho establishment of the
mint in 17S'2 up to February 1878 a
period of eighty-six years was SS.OiO-
