Sixty of these maintain courses in ag-
riculture. In fourteen stutes separ-
ate institutions'' are provided
for white and colored students.
Special courses In dairying and
other agricultural industries have
been recently established In several
states. Exclusively of those the total
number of stations is 5.1 of which 61
receive thu appropriations provided for
by law. The total income of tho sta-

which 87111830 came from the go em-
inent and the remainder from states
and individuals. Tho station bulletins
are now regularly distributed to half
a million persons closely identified
with agricultural interests tho experi-
ment stations aro conducting a wide
range of scientific research In labora-

large umouut of practical experiment-
ing in tlelds orchaids stables and
dairies. Thirty stations arc studying
promems relating to meteorology oiul
climatic conditions 13 are investigat-

object of that book is to convince tho

upon the free and unlimited coinage
of silver upon the old ratio of 10 to t.
The wisdom of which course I dispute.
Mr Harvey will still maintain the
ufllrmatlve of that issue.
I will state In the outset that from
the beginning to the end of the book
there is hardly a proposition made to
which I give my assent. I propose to
controvert many tilings which are
stated as facts and shall attempt to
prove that the entire theory set forth
bv its author if adopted by the people
of this country. would lead only to bus-
iness disaster and financial ruin. I do
not remember now ever to have exam-
ined a book carefully In which I found
so few statements that 1 consider
worthy of belief and 1 certainly never
found so many a hsolitto errors crammed
into mi few pages.
I am not here as an opponent of bi-
metallism. I believe in the uso of gold
and silver ns money to the fullest ex
tent that can be done on sound busi-
ness principles.
I shall denv most emphatically that
the great majority of the people of
this cunt try are in debt and shall lu-

before delivery and if it is too radical
the student Is apt to get a permanent
vacation; but his speech will never bo
delivered at that college. It will ho

Any professor or student who dares to
talk on temperance will have to go."
Uev. Howard Johnson of tho Forty-
first Street l'resbyteriut. church said;
"I see not the slightest harm in Mrs.
Stanford making brandy for medicinal
purposes and tho university should be
glad to get the money."

was a shame that the university should

Secretary Iteynolds has rendered three
decisions in pension appeal cases. In
tho first ho hold that while the com-
missioner of pensions is forbidden by
law to suspend payment of a pension
ponding proceeding to Annul or rc-
duco It nevertheless in cape such pen-
sion is annulled all unpaid pensions
apparently accrued nt tho date of the
annulment becomes illegal and must
not bo paid.
In tho second ease the secretary
holds that tho law forbidding the com-
missioner to reduce pensions without
thirty days notleo does not opply to
caos acted on before Its passage.
In the third oaie it Is held that as
tho act pensioning the children of a
sailor who aro under lit years of age
expressly provftlos that tho pensions
shall begin from the datu of tho tiling
of tho application for the pension a
claimant who was over 10 years old
when the act was passed has in claim

modifying tho old customs rule of the
civil service the effect of which Is to
greatly limit the number of promo-
tions in classified customs districts
except after appropriate examinations.
The necessity for tho change In tho
rules urtscs from tin fiut tho exten-
sion of tho classification in the cus-
toms sorvico on November 2 last over
positions paying snlnrios qf less than
3U0O opened "the tlooM for promotion of
nuinv perrons who had entered the
servfeo through personal political
favoritism. The old rule would per-
mit these nersons after they wore
brought into the classified sorvico to
be ndvanced to many of the. best pay-
ing positions In the ofilco without ex-
amination. Under the new rulo pro-
motions can be inadu only to n limited
extent without examination and no
promotions can bo made from one
grade to another without an iippronrl-
ate examination.

onsly disappeared. Several years ago
ho went to Kansas City Mo.; where he
became an expert paper hanger. His
services wore so valuable that he was
sent to old Mexico to look
after paper hanging contracts in
some of the government build
ings. Later lie traveled for a
Kansas City commission house.
In August j 80 1 ho was on a trip
through Kansas. He remitted to the
house ho represented collections to
the amount of S300. Next day leav-
ing a valiso with clothing at the town
from which ho made his remittance ho
sturtud on a sido trip. Since that time
no tracu of him. has been discovered
although diligent search has been
made. At the town at which he last
stopped money sent by Ills house to
pay trnyellng expenses remained un-
called for. Vain search has since been
madosind all facts In tho ease lead to
conclusion that llonney wus murdered
for the money he was supposed to have
In his pobHession. lie was getting a
good salary anuLwas held In the high-
est esteem by his oinployers they hav-
ing tliu utmost conlhlcneo in him. The
only thing that over turned up is the
unused portion of his mileage book
which was sold at a scalper' ofllco In
Deliver Col. This had in all proba-
bility been tuken by tho one who mude
way with llonney.

is thought she will recover. Mrs
