attitude was described by a prominent !
diplomat as follows: "The govern-
ment is now for peace but continues
to prepare for war." The whole sit-
uation with reference to the prosecu-
tion of the war is being carefully
considered from every viewpoint by a
commission sitting under the presi-
dency of Grand Duke Nicholas Nich-
olaievltch Inspector general of cav-
alry and consisting of Minister of War
Sakharoff Vice Admiral Avellan head
of 1he Russian ndmlralty department.
Minister of Finance Koltovsoff Gens.
Grode'noff and Kamakoff and several
others. Every phase of the situation
military naval financial transporta-
tion Siberian and diplomatic Is belg
covered. The commission's report
which is expected to be completed in
ten days will be prepared hy Grand
Duke Nicholas NIcholaievitch and
(lens. Grodekoff and Kamaroff for
' submission to the emperor.
Mayor Neff Dodged.
Kansas City Mo. March 30. Frank
Rozelie and Andrew E. Gallagher
members of the police board adopted
a resolution calling for the closing of
the saloons of Kansas City on Sundays.
The order is to take effect next Sunday.
Mayor Neff was not at the meeting
when the order was made.

Wellington Kan. March 30. The
Anson state bank at Anson this coun-
ty which has been opened for busi-
ness just one week has been burglar-
ized. The safe was wrecked by a
heavy charge of dynamite and the
contents about" $1000 "carried away.
The burglars escaped.

Joseph W. Folk of Missouri was the
guest of honor and the principal
speaker at a banquet of the Missouri
Society at the Waldorf Astoria. At
the right of the governor sat. District
Attorney Jerome who also made a

ander Sullinger aged 91 the only
known survivor of the Black Hawk In-
dian war of 1832 lies dangerously ill

ish steamer Dart which arrived here
from Rangoon February 28 reports
having passed on Msrch 19 30 warships
and 14 colliers steaming eastward 250
miles northeast of the island of Mada-

department has been advised of the
departure of Secretary Morton and par-
ty on the Dolnhln from Havana to Fer-
nandina. Florida. From the latter point
they will proceed by rail to Washing-

gram from Gunshu pass dated March
28 says the Russians have evacuated
the railroad station at Chaoumiaodzi
40 miles below Gunshu pass and that

Columbia which has been selected by
the navy department to carry the re-
mains of the late Mexican ambassador
from the United States to Vera Crux
