Your attitude in regard toopen
ing the columns ot your valuable
paper to a free expressiou of public
opinion is very commerdable it is
the best way to get at the "Public
Pulse" and I gladly avail myself of
the opportunity.
Mr. Robert Burns in yesterday's
Express advocated legislation by
the initiative and referendum I
heartily agree with biiu.tlure are
other states bHes Oregon where
it has been tried Illinois has it to
a limited extent and the soc;dled
"Little Ballot" is a power for
good.
There is one other provision I
would like to see embodied in the
Constitution and that is one by
which the people are enabled to re-
call any official state or local. Last
winter while visiting in California
I saw this law app'tcd when an al-
derman introduced an ordinance in-
imical to the interests ot the people
and apparently had a majority of
the council in favor of his measure
when it cam- up for third reading
Mr.Jay Reynolds of San Diego was
an ex-aldeimana new election had
been ordered to fill his place and
enough alderman originally in fav-
01 of V; measure had taken to the
tall timber to insure it a condition
of "inocuous desuetude."
There are many voters in our
state who have no interest in party
politics but will wear the shoe that
fits the best and that party who
will stand by these two provisions
will command a very large share of
the votes of people who have the
welfare of our state at heart.

publicans of Indian Territory held
meetings today at recording towns
iu every recording district to per-
fect organization by selecting county
central committees and these orga
nized by selecting chairmen and
secretaries.
The meeting in this city which
was held in the court house show-
ed the attendance to be about equa-
lly divided between whites and
blacks.
Republican leaders say the party
will make a strong fight in every
part of the territory to elect repu
blicau delegates to the constitution-
al convention in hopes of being able
to control that convention.

Sign the Petitieo for Sale.
Muskogee I. T .July 19 Every
buyer of land in Indian Territory
is deeply interested in the clause
in the rules go' rning (he sale t f
inherited lands at the Uuion agency
wherein it states that all of the
heirs of a deceased allottee must
sign the petition to hell t ie 'Mead
claim."
No buyer . wants to purchase a
piece of laud unless he knows that
all the heirs are signing the deed.
In order to establish who the heirs
are the regulations require that two
of the town kings of the Indian
town wherein the deceased allottee
lived must make affidavit that the
persons signing tne application are
the the heirs and all the heirs to
the deceased. Where there are
minor heirs the guardian must sign
for them and where there are object-
ing. heirs there must be an trder of
partition from the court.
The goverment will furnish speci-
al blank application forms and these
must be used in making application
to sell lands. J. B. O'Neil who is
in charge of the sales division stat-
ed today that as boon as these ne-sr
blank forms are received from
Washington the lands will be listed
He also states that from the num-
ber of letters asking how to file peti-
tion he believe that there will be a
tremendous rush af the land sales.
The first list of lands will in all
probability be posted Mondayjuly
30 and the first sale day will be
sixty days liter.
