Chase Investigating eonimittee met
yestenlHy morning at 8 o'clock and
proceeded to the prison to examine a
number of the convicts there as to their
treat nt. Swu after arriving at
tho pouitentlary the question came
up as to whether the warden and
doputy warden would punish convicts
who gave testimony If such testimony
caused them to deviate from the
orison rules. Tho committee ashed
Doputr Warden Murkiun to make a-
liileinont to thorn that the prisoners
should not be punished for any Infrac-
tion of rule which might be devel-
oped by them in testifying. This
the doputr warden declined to do. Ho
wiM that it was his own business and
ho reserved the right to punish con-
vict us he chose in the regular manner
prescribed for Infraction of prison
rules. The committee then decided to
postpone the examination of convicts
for ti time nnd adjourned to the Klnorn
hotel.
Tho first witness examined was
Deputy Warden Markuiu who no-
ser! bed the manner of punishing pris-
oners. Including solitary confinement
process ami the "blind cells.'"
Attorney Waters for the defense uld

matter to an end. ss business was press-

of Importance was developed.

of Dover train robbers have iniiujru-
rutod a reign of terror in the northern
portion of the Cheyenne anil Arapahoe
country. They have apparently
doubled on their tracks. They rode
south and stole three horses from Wil-
liam Lludley. lie says one of the men
was named Christian and was badly
wounded and had to be tied to his
horse. Near here two more armed
men joined them. It is not known if
those are robbers or not but supposed
to be. as seven men were concerned in
the robbery. They stopped at the
stock farm of Flosehorinun llros.. and
took two of their blooded horses. The
marshals passed through Vlles about
two hours after the bandits had left
mounted on fresh horses.

that the announcement is premature.
At the admiralty yesterday in answer
to questions on the subject. It was said
that no orders had been given to the
Wild Swan or Iloynl Arthur which
would warrant the statements made.
The Times yesterday in an editorial
on the situation says: "If we are
compelled to collect tho customs Nic-
aragua will presumably have to puy
the costs of the collection in addition
to the Indemnity. She will find It less
troublesome and cheaper to settle with
us forlhw ttli. Her efforts to excite the
jealousy of America have failed. The
justice and jrood sense of the Ameri-
cans hnve proved too stroug for the
success of these characteristic man-
euvers. The Americans should only
hear our ease and demands to acknowl-
edge that our conduct was reasonable
and just to admit that our claim were
of such a character as they would
themselves have made under similar
circumstances. We have assured
America that wc are not seeking fresh
territory. Our object is to obtain an
adequate apology for a wrong done
and the payment of the compensation
we believe to lie our due."

reports that seven of the eight terms
of peace between China and Japan
have been agreed on occasions much
speculation here as to the eight
tonus on which Japan insists. The
Japanese ollieiuls say they have no in-
formation of the eight conditions.
There is no doubt however that live
of tho most essential conditions are
those given in these dispatches at the
outset of tho negotiations vi. :
A new Japanese treaty conceding
Japan extra territorial courts in China
but denying tho latter country extra
territorial courts in Japan; independ-
ence of Corca; an indemnity of about
J.yoO(K)o(MHi; occupation of Port Arthur
pud Wei-llai-Wel for a term of ycarsj
cession of the island of Formosa The
live terms are now fully continued by
tho later developments of the confer-
ence. Three additional ones have now
been added and these it is believed
relate to trade matters. Which one of
these eight terms of peace is the cause
of delay is not known here.
