the civil service commission to en-
trust this work to educational direc-
tors of welfare organizations already
operating at the camps cantonments
etc. The representatives of the com-
mission who are appointed from the
personnel of these welfare organiza-
tions will have the 'benefit of the ad-
vice and assistance of the commis
sion's local boards of examiners at
nearby cities in addition to the in-
structions received from the commission.
