troduced covers the matter completely
and provides that the convention shall
frame a constitution for the slate of
Oklahoma and submit the same to the
qualified voters within the boundaries
of said proposed state for their rallfl-
eatlan or rej ctlon at sneh time aa the
convention shall designate and shall
in the tchedule of said convention
provide for the els Hon of all officers
created by the terms of the constitu-
tion The measure is clear and sens'-
ble and it i imperative that it or a
bill similar ahoutd be passed by the
assembly.
Mr. Ilarnea haa also introduced a
constitutional bill which covers the
same grounds as docs McCoy' except
that the date of the convention la
fixed for January T ISM. Speedy
action is necessary and Inasmuch as
McCoy's bill provides the tailing of a
convention at an early date It is pre-
ferable to Harnes' measure.

bodies of the fifty-seven people killed
In the powder explosion of the night
of January !." in this city was finished
yesterday. About 135 witnesses were
examined and th investigation was
most searching from beginning to
end. The jury found that the first
explosion which killed the majority
of the people came from the Kenyon-
Conn ell company's warehouse ami
the second from the ltulte hard ward
company's hnrdwnre house also that
both companies kept in their wh re-
houses n quantity of the explosives
far in excess of that allowed by law
and holds them responsible for the
deaths of the entire fifty veil people.

to the house Friday with the presi-

After the various utnondmcuts had
been dlspoiod of a motion was made
that tho Carlisle bill with the state
bank clniihe eliminated be substituted
for It. This was lost 0 to 4 liluck
Cobb Cox and Hall Democrat!. vot-
ing for it. A motion to report it with
the recommendation that it do not
pttss was lost 10 to 3 Cobb lilacic
anil Hall supporting it; and tho Unal
motion that It be reported without
tiny recommendation was carried 10
to 3 Cobb Black and It nil in the op-
Ksitiou. The members who voted
for the Inst motion were: Springer
Sperry Cox. Cobb Wnrner Demo-
crats; Walker Hrosins Henderson
Uussell and Hnuglien Republicans.
The amendments which the com-
tnitle have rccomtnendod to tho ad-
ministration bill are as. follows: -
Thu bonds which by the originnl
bill are made payable fifty years
after date are inadu payable at the
pleasure of the United States after
ten years from the date of their issue
and aru duu fifty years after date
The section which requires the legal
tender notes and treasury notes wlicn
redeemed in gold to be cancelled nnd
not reissued is sim:ndcd by adding
the following ottered by Mr. Husscll:
-Provided that the amount of such
United Stutes notes and treasury
notes which may bj cancelled and
rjt.red shall not excee 1 iu the aggre-
gate an amount equal to the addi-
tional circulation taken out by na-
tional banks after thu passage of this
act."
Section 3 of the act is amended by
adding on motion of Mr. Haughen
thu following:
"And in lieu of till existing taxes
every association shall pay to the
treasury of tho Unitud Status in thu
months of .lanuary an.l July a duty
of one-eighth of 1 per oentutn each

On motion of Mr. Hrosins the fourth
soetion of the bill which provides
that national bank notes of less de-
nomination than S10 should be retired
and cmcelod and nn equal amount in
denominations of S10 and upward
should be issued in their places and
tnnt silver certificates now outstand-
ing should be retired and the silver
certifleates of denominations of less
than S10 should be issued in their
stead was stricken out.
On motion of Mr. Walker seotlon 5
which requires duty on imports to be
paid in gold coin only was stricken'
out. Mr. Wulker also moved an addi-
tional section to be known as sec-
tion 5. w liieh was agreed to ai follows:

On motion of Mr. Warner sootlon 0
was amended so as to provide that so
much of all laws and pirts of laws as
limit thu amount of lawful money
which may be deposited during tiny
calendar mouth for thu purpose of
withdrawing national bank circula-
tion or prohibit any nntionnl bank-
ing association from reviving any In-
crease of its circulation during the
jierlod of six months iroin that time
it shall have in ule any deposit of
lawful money for the purpose of with-
drawing its circulation be repealed.
Chairman Springer will will request
the committee on rules to report u
rule flxinif ;. time for the debate to
begin on Monday next and authoriz-
ing the chair at the close of debate to
entertain amendments on motions to
substitute other bills and allow thir-
ty minutes' debate on uaeh amend-
ment. According to this plan tho
free silver men and other members
with financial plans will be enabled
to secure a vote on their propositions.
