Washington .Tan. 25. The details
of tho ainonded financial plan which
Messrs. Springer and Cox and others
of the banking; commltteo are ills-
cussing with Secrotary Carlisle were
learned yesterday.
They had a long conference with
tho secrotary anl aro of tho opinion
that tho modifications to his plan
meet his sanction. Tho moit radical
of the now proposition for which Mr.
Cox stands sponsor Is that for tho
coinage of silver. It contemplates
the cancellation of tho Sherman
notes when received at tho treasury
and the issue of silver certificates In
denominations of 81 S2 and S3 or of
.silver dollars If tho receivers prefer.
To back these silver certificates It Is
proposed to coin all tho bullion In
tho treasury which including S5 4.000-
000 Seigniorage amounts to 5181000-
000. It is calculated not more than
810000000 can bo coined In a year.
The changes in the banking features
of tho plan provide that while tho
banks shall hold tho same re-
servo as now required one-half
shall be In legal tender greenbacks
or Sherman notes. Representative
Cox explains this arrangement would
relievo the treasury of the raids upon
the gold made possiblo by tho large
volume of tho outstanding notes
hince it would disposo of S-'OO.OOO.OJO
of notes by using them to form tha
babis of banking and 8100.000000 for
reserves in banks. It is conceded
that it might bj necessary to empow-
er tho secretary to issue low rate
bonds to protect the treasury against
large withdrawals of gold.

maximum charges for freight trans-
portation. It provides for a state
board of railroad commissioners with
power to supervise transportation
lines in tho state and to fix and reg-
ulate the charges and rates for carr -lug
freight and to prevent discrimina-
tion. This is tho samo bill which
passed. the senate two years ago and
was defeated In the house.

United States senators by a direct
voto of the people tho political parties
nominate candidates in their state

opinion of Justice Gaynor tho cor-

obligations to tho public incurred by
the acceptance of the franchise for a
specific purpose; it is placed under
tho Imputation of having more
regards for the profits o( share-
holders than fpr tho conveni-
ence of citizens and it is
declared to ho the company's duty to
man ts pars whatever expense may

the court will hear counsel upon the
question whether the writ shall bo
puremtpry or alternative or in other
words whether tho company shall be
roquirud to ongago a full complement
of operatives forthwith regardless of
tho quostion of wages ant hours of

of masked men rode to the express
olllce hero yesterday and demanded
of Agent Adams the bafe's contents.
After a bevero boating Adams opened
the safe and the robbers took 1500
in cash. A number of citizens under-
took to Intercept the robbers and a
sharp fight took place but the high-
waymen escaped to tho Uraos
swamps. A posse started in pursuit
and returned with four men.

tain n continuous railway from tho
Hudson river In or near Jersey City
or Now York city or from some point

being had to the shortest practical
route. Tho company Is authorized to
lease or purchase all of such portions
of any existing railroads as In Its
Judgment are so located they can be
ncorporated as a part of the thor-
