THE DUTY OF THE CITIZEN
Now what reason under heaven is there for pro
longing the tribal governments beyond March 4. ibe 'J

little more than nominal and their demise will make
no difference whatever in the status -of affairs. The
federal courts and the Inteibr D.-nrtut will con
tinue to run things just as they have done heretofore.
Besides tlu-re is at least one very strong reason for a J
kick against prolongation of tribal relations. So long
as the tribal governments are intact the invidious
unjust outriseous tribal tax will remain in force.
This alone should be sufficient reason to defeat the
proposed!raovement for extension of the governments.

"The ballot is the pride of the American; the
proper use of it is a sacred duty. The American who
does not care to vote on election day deserves disfran-
chisement or exile; the American who boasts of his
political indolence proclaims his shame. We must
stigmatize as a most serious peril of democracy the
not infrequent indifference towards the political life
of the country manifested by respectable well mean-
ing and educated citizens. These are the men who
often escnew ponucs wuuc
less men who have private ends to serve and care but
little what becomes of the country will never be ab-
sent from caucus or voting booth. If there are corrupt
municipal administrations ignorant and venal legisla-
tures is not the tact largely due to this that so many
of our citizens otherwise capable and honest men
find no time have no inclination for the political con-
vention or the public service?
"Specially worthy of the attention of the loyal
ritizen are the caucus and the primary. By means of
the caucus and of the primary a few men ate often
able to impose their will upon a whole party. These

people and frustrate popular suffrage" Archbishop
John Ireland.
In the above paragraphs Archbishop Ireland has
uttered truths that should come home to every citizen.
His words with reference to the primary and the cau
cus are particularly wholesome and especially appli-
cable to municipal affairs. The indifference of the
mass of citizens as to the primary or caucus -that se-
lects candidates for city offices is amazing and lament-
able. The so-called good citizen who prides himself
upon the fact that he is not a politician and doesn't
dabble in ward politics sits idly by while the politi-
cians make the nominations and then good or bad
he must support the nominee of one party or the
ther and too often it is a choice between two - evils.
The man who really appreciates the previliges of cit-
zenship and who is really interested in good govern-
ment goes into the primary or caucus and sees .that

turn the whole matter over to the class whom he pro-
fesses to disdain.
We shall soon have a primary election in Chick

Senator Tillman who has probably handed the
President more hard blows than any other nun in
Congress was selected to lead the fight for the rate
bill the Presidents pet measure. However if Roos:-
velt's enemies hoped to "rile" him by such a couise
they musthave been sorely disappointed. "D 'lighted"
the president is reported to hive said when informed
about it and then added" Do you know I admire that
man Tillman; he is a squire fighter and an honest
man" which goes to show that the President knows
how to make the best out of an awkward situation.

boundary lines of Oklahoma around Indian Territory

ty-seventh meridian the dividing line between the two
judicial districts the way is paved for obliterating the
line of distinction between the two territories IMt are
to constitute the new state. This is as it should be.
The preservation of the present boundary line between
the two territories can only serve to perpetuate a dis-
tinction that should be wiped out.
