Goal Land Bids
Will Smith alias Will Ilapwood
was arrested yesterday morning at
Minco on charge of horse stealing.
The horse was stolen from A II.
James at Walker on Feb. 23. Mr.
Walker was here yesterday and re-
ported to Deputy Madst-n that he
had traces of the supposed thief at
Minco. Madseii sent word to the
marshall at Minco to look out for
h'm. . Deputy Burke had a warrent
for his arro-it and by chance dro-
jcd in at Minco yesterday jnst(
after Smith had sold the horse. !
He placed Smith under arrest and-
brought him to Chickasha. j
The accused received a hearing ;
lx-fore Judge Payne yesterday and
this morning. He admitted his:
guilt and was held to await the
action of the grand jury at Pauls:
Valley April 19. His bond was;
fixed at 500.

the governors of the Choctaw and
Chickasha nations reach Washing-
ton whith'-r they have gone at the
summons of the Secretary of the
Interior they will Avork against
the bill that the Secretary had had
introduced in Congress providing
for the manner of sale of the Choc-
taw and Chickasaw coal lands.
The Atoka agreement provides for
the coal lauds to !e sold to the
highest bidder tinder sealed bids.
The provision in the new bill pro-
poses to allow the coid companies
which are now op--rating in the
Choctaw country and have mining
nuehiuer' on their leases to pay
an appraised value 01 their leases
and hold them agar.-.t scaled bid-
ding. The provision futher states
that there shall lie a commission
appointed to appraise the laud one
member to le apppointed by the
Secretary of the Interior out by
the chief of the nation and one by
the coal company holding the lease.
This commission sh dl appraise the
land and the coal company holding
the lease will be allowed to
purchase the land at the apprais
ed value. The companies must
also par the India 1 citizens who
have improvements 011 the land for
the appraised value A the improve-
ments. The report of (lie commissioner
of Indian affairs show that there
are nows 114 coal and asphalt
leases in effect in the Chuctaw
nation. These- U-a-.js cover proba-
bly one-fourth of the entire segre-
gation. The governors of the two
nations into whose treasuries this
money goes l:lieve that if the coal
leases are allowed to sell at the ap-
praised values and the undeveloped
lands at staled bids the compan-
ies operating would have to protect
their mining plants.
The royalties from the coal mines
are paid monthly. The Choctaw
