Waaihnoton .T- 'y Ik The daily
reports received at tho war depart-
ment from the troops engaged In pre-
venting disturbance on the railroads
In tho West show tlmt tho resistance
at tho strikers has generally -diminished
from rioting to petty annoyance
ind obatrnoUoii. This Is particularly
trllo of tho Northwest From San
SYunelsco Oonoral linger roports that
It will ho necessary to send tho trains
under guard for some tlmo to come.
Th history of the Chicago riot has
confirmed in olllclal circles here belief
lti tho soundness of (ioucrnl Scho-
flehl's favorito policy of consolidating
tliu troops at grand central posts near
tho lnrgo cities. At Chicago although
the foops will bo withdrawn from
tilt) city llioy will bo gathered at
Fort .Sheridan and nono of tho
companies batteries and troops
from custom and western points
will bo sent bade to their
posts. They will constitute tho
permanent garrison of Fort Sheridan
which with this powerful force so lo-
cated as to bo easily and (illicitly
massed nt Chicago or any point of
disturbance) will become one of tho
first units of the new system of army
posts. Unless congress shall provide
for a substantial ircreaso of tho regu-
lar army this may involve the prac-
tical abandonment of many of the
smaller posts in tho West.

Chicaoo 111. July 18. The Eu-
ropean rate war inaugurated by tho
leading steamship lines may result in
n wholesale exodus from Chicago of
many men connected with the lato
strike. Never before In the history
of steamship rates has it
been possible to go from
Chicago to uny European port
so cheaply. Since the cut rates have
been inaugurated tho exodus from
Chicago and tho Northwest to various
points in Europo has figured up a
third of the tratile to New York ac-
cording to tho estimates of local
btcamsliip lines and the announce-
ment of the last great cut in rates
has started a real heglra of European
people. Dozens of men who said they
were now on a strike have been
making inquiries nt local steamship
ufllccs within tho last few days ex-
pressing their intention of returning
to the "old country" in case the strike
was a fulluro.
