A number of complaints have
recently
received at the Indian
office about the progress now
being taade in the allotment
of lands in severality to the
Indians of Kiowa Comanche ' and
Apache reservations in Oklahoma
Territory. Sonw of the com-
plaints go far is to criticize the
action of the inspectors of the in-
terior department now charged
with the work of making the al-
lotments and "quiet intimations
have recently been niade that . un-
less the work progressed more
rapidly in the future than in the
past that congress will bo asked in
December to institute an investiga-
tion. .
Last winter congress passed a
bill which became a law on June
rt providing for the opening of
the reservation to settlement and
the allotment of a portion of the
lands to the Indians. The bill
provided that three months after
the act became a law the reserva-
tion should be thrown open to set-
tlement and the allotments to the
Indians should be completed un
less in the discretion of the secre
tary of . the interior a further
extension of time was necessary
in which event Secretary Hitch-
cock was empowered with author
ity to extend the time for the
oj)cning of the reservation to set-
tlement ninety days longer but
in no event should the work of
the reservation exceed six months
from the passage of this act.
Unfortunately for the interior
department n6 provision of the
law and the mistake was not dis-
covered until after congress had
adjouumed. Secretary Hitch-
cock however made the best of
the situation and deputized j three
of the eight' special agents 'of the
department appointed for other
work to proceed immediately ' to
the Kiowa Comanche and Apache
reservation in Oklahoma and com-
mence the work of allotting the
lands to the Indiana.
On the 10th of July special
agents Nesler Tleynolds and Haw-
ley arrived and entered upon
their luties. . For some reason
the allotting of the land to the
Indians progressed so slowly that
it became evident that at the rate
the special agents were now mov-
ing it vould take two or three
years to complete tbe work that
congress had declared 'u no event
should require more than six
months. It is said by reliable
parties returnig frota the reserva-
tion that on September 15 the
total allotments made by the in-
spectors to the Indians was only
17 as follows.

gress being made by the Gth day
of December the limit of the

bv the special agents tor the
delay lu making allotments is that
the Indians cannot be induced
to make their selections. This
explanation however can hardly
ba considered.'' valid one for
congress provided for jast such s

cessary delay the special agents
were to proceed and make the
selections for them. This would
not require one-tenth the time
