We knew farther that nt least two
members of the towuslte board hnd
expressed willingness to make a
deed; and when acting under the in-
structions of the mayor I applied for
a dejd I was surprised at tho change
that had comu over tho spirit of their
drenms. Now if under nil these cir-
umsttuioes there was any wrong di-
rectly or indirectly present or pros-
pective in applying for a deed to Cap-

contemplating "treason strntege.ns

To show that the insinuation was
still moru unjust tho city council can

lunging to tho city or for the citv.
without tho mine has first been sub-
mitted to the qunlilled voters of the

Now while 1 think that tho duty of
the towuslte board Is very plain in-
deed required by the above order from
the suoretnry rif the interior yet I do
not impugn the conduct of motives of
any member of the toivnsite bonr'
