tion ever held in this city. Upon
the result of this election t wlil

We need waterworks we need
ewers we need sanitary improve
ments. We want Chiekasha to be
a modcro. city with modern im
provements 'aDd' facilities
want capital to come here aud in-
vest we wantbuildiDg to he erect
ed mills. factories other industrial
plants to be operated. Now can
these be secured! Hy protecting
capital from fire and filth by prop
viding water and sewerage facili-
ties for these industries ithat re
quire it.
Congress passed an act in 1902
which was ratified by the citizens
of the Choctaw and Chickasaw
Nations in September of the same
year extending over and placing
in force the laws of the fuited
States relative to the Issue of bonds
by munipalities. Under this law
our city council has called an elec
tion to determine whether r not
we will have waterworks and sew
ers. Any conipaDy or corporation
who installs a system of water-
works in this city will first re
quire water rental enough to guar-
antee the payments of interest on
bonds. Then enough will be
charged for water to make the
compaoy at least 8 per tout on the
investment- If a system costs 73-
000 the city must pay water rental
id the sum of 3730 to guarantee
iulerebt then the citizens who use
water must pay a rate that will
make a profit to the company of
6000 making t'J750 that the city
and individuals must pa'. A $75-
000 system installed by the city
will require 3750 interest and
2500 sinking fund per annum
making G250 which the city and
the individuals must payf
3.500 less than would be paid un-
der private ownership. Tbi
f 1500 is saved to the individuals
in water rents and all the water
uee(iel ! or firo protection is at
hand without further cost. Oat
of every one hundred cities in the
Southwest eighty-five own or con-
trol waterworks and sewerage.
It's a question of praotical econ
omy; its a saving of money to ths
citizens.
If the bomls- are issued wilt our
taxes be increased! We pay taxes
this year at a rate of 2.4U.
The waterworks and sewerage
proposition bas been figured with
a rate of 2 per cent is the limit.
Can it be done? Lets see.
The approximate value of tax-
able property within the city for
the present year is $1500000.
