concerning Indian Territory:

have existed down here in almost
the goegraphica! center of the
United States like the little repub-
ics of Marino in the mountians
of Italy and Andino in Pyrrsnees
of Spain. Each of these foreign
natkns has theoretically been
enjoying independent soveregnity
and exercising independent auth
ority each with its own govern
ment executive and legislative
and in two cases judicial also: but
practically they have been undei
the protection and supervision of
the Indian bureau of the United
States. By common consent and .
by act of congress this auomalous
condition expires on the fourth of
March next. The inhabitants of
Indian Territory will be merged
into the politic of the United
States; the tribal existence of five
nations the Creeks Cherokees
Choctaw Chickasaws and Semin-
leos expires; their independence
ceases and they will be placed up-
on the same footing as Alaska
unless congress shall enact some
legislation before that time. It is
confidently expected that Indiaa
Territory and Oklahoma will be
merged and admitted into the
Union as a single state before that
But unless there is some legislation;
unless congress is more prompt in
the performance of its duty than ex-
perience has lead us to expect there
will be anarchy here for a while be-
twecn the expiration ot tne
old and the inauguration of the
new regime.
The population" of the territory
by the census of 1900 was 391-
000 including 84507 Indians ana
60000 negroes. During the last
three or four years it has increased
very rapidly and has undoubtedly
doubled most of the newcomers
being white farmers and business
men from all parts of'the United
States. It is a cosmopolitan popu-
lation Nearly every state and ter-
ritory in the union and forty forag-
ing countries are represented by
people attracted here by the extra-
ordinary natural resources aDd op-
portunities for business and em-
ployment. It is asserted that there
is not an idle man in the territory
except a small percentage of loaf
ers who will not work. The popu-
lation of some of the towns has
trebled and cpuadrupled and there
are 150 or 200 thriving towns with
population of 3000 01 4000
people each that did not exist when
the census of 1900 was 319000.
