gate Convention to be hela at the
court house in Chickash on Tues-
day the 9th day of October 1906
at 3 o'clo k p. m. for the purpose

onstitutional district sucu conven-
tion to be coniosed of delegates as
follows:
Chickasha 20 Delegates.
Minco 5 Delegates.
Tuttle 5 Delegates.

tempted to be based upon one dele-
gate for every 15 of the republican
club enrollmeut and should the
certified club list from any town or

the sidewalk petition among the
propeity owners on Kansas avenue
is delighted with the way the peo
pie arv. taking hold of the proposi-
tion. Up to this morning every
property owner ou the street from
Seventh to the city limits had
signed except one. "I'll get e'm
Siilid" said Mr Nichols Instead
of stopping at Sixth street it is
now proposed to run the walks
clown to Third street. Mr. Niche's
expects to complete his work and
have the petition ready to present
to the council in a few days. With
a few more workers like this one
Chickasha would soon have side-

started in the Christian Church

.and Mrs. Mercy Beach the soloist.
Rev. Beach and wife came here
from the Wichita M mntains where
they had been holding a very sue
ccssful meeting. Rev. Beach in-
forms tis that he will stay here un-
til the middle of October. Come

For Securing Funds for Storm. Sewer
Gives Reasons for his Objections
Gentlemen of the City Council:
I desire to make some recommen-
dations which I hope your body
will adopt.
Two weeks ago the council voted
unanimously to divert a part of the
sewer fund for the purpose of con-
structing a storm .eer in the pav-
ing district. You are doubtless
aware of the fact that I was and am
yet opposed to taking this money
and using it for any other purpose
than for the purpose for which i
was voted. That I consider it a
breach of faith with the people of
Chickasha. The people voted for
tbe bond issue with a distinct un-
derstanding that the money was to
be ued for Ihe specific purpose of
extending the sanitary sewers of
the city. When the people have
by the exercise of their sovereignty
decreed that this body shall do a
certniu thing with the funds which
ihe hive voted f r a spc;:c pur-
pose we cannot afford gentlemen
to divert the fund. That principle
carried out would be subversive of
the very principles of free govern
mtnt. I do not believe that we
have any legal much less moral
right to spend the money for a
different purpose from that express-
ed by the will of the people.
We have other funds on which
we can draw suthcieut tunds lo
pay the cost of this storm sewer.
The cost of the sewer will be $4800
We made a levy of $4100.00 for
street and alley fund and a levy of
$ 3000.00 for emergency fund. We

bear it as that is the fund that
should rightfully bear this ex-1
pense.
Oue of the principal arguments
set forth by the City Council and
others who advocated the voting
of bonds for the extension of
water and sewer works was to
place the water works on a paying
basis. No if we use a large part
cf the sewer fund for another pur.
pose we may fail to accomplish
vhat we desire and what we most
ne.-d to accomplish to place the
water works on a paying bas's or
niaWe it self sustaining. Should we
fail to make the water works sus-
faming with this bond issue we had
as well sell out or rent the plant for
the people would not vo-e another
issue of bonds for the present
council lo use to drain streets. It
would lnd ed be poor business pol-
icy for us to diver? these funds for
draining streets instead of using
the money in the way the people
have said it should be used. By
diverting this fund we should less-
en the revenue derived from the
water w0rks at least $300.00 per
year. The extensions that have
been made thus far corni-it mostly
of sewer mains and touch a district
consisting mostly of tenant houses
and business property njt yet
built np and where the city auth-
orities have trouble in getting the
je ple to make their taps aud thus
U'cotneconsutnersof w.terfrom the
water plant. These extensions in
places follow the streets and are of
practically no benefit to the city
further than to lessen the expense
of making further extensions. All
further extensions will cousist of
laterals composed motly of six and
eJeht inch nine and the cost of
ffvhich will be much less than those
already made and reach a patt of
the city where the property is oc-
cupied mostly by the owners and
where the consumpt' of water
will be greatly increased.
The people iu many places have
petitioned for the extensions of the
sewers and I feel sure most of them
will be willing aud anxious to aid
in any manner to hive the exten-
sions made. We shall have about
$6500 00 left to the credit of this
fund when the present extensions
are completed. Now if the plan I
desire to recommend is carried out
I feel sure that we can reach at
least two hundred houses and thus
increase our revenue more than
that many dollars per month. We
can make extensions through about
forty blocks and that would mean
at least 250 taps to the sewer.
These are my lecomraendations:
Let the city pay for all street cross
ings manholes flush tanks and a
part of the expense of construction
through each block and let people
who own and occupy the property
pay their tapping fees in advance
and be allowed to make all taps
free. U here there are as many as
ten or more taps to be made in a
block the tapping fees wi'l pay the
expense. The expense of putting
tbe sewer in on the hill w ill be less
than $.30.00 per block. If the peo-
ple will pay for three fourths of
tLis expense and be allowed credit
fc; tapping fees and on water rents
we can make all the extensions
that are now asked for by petitions.
There are some extensions in Ihe
S-U disliict that the city will have
to make by paying all t';e e.jxne

excavations are made the taps can

Mobile Oct i-A- heavy rain
storm set in last night and is still
on today greatly interfer with rail
road and telegraph companies
business'. It is feared that the
new down-pour will cause much 1j-
crease iu suffering and some deaths
along coast south of Mobile Bay.
Many people are homeless in that
section living in the woods with
scaut supplies. Provisions are
short and arrest were made a long
coast resorts today of negroes
caught looting wrecked houses
Additional details militia will have
to beseut to Coden and other
points to protect property. Furty
C eoles are reported destitute on
Mou Louis Island in imminent dan
ger of starvation.
Ou Diuphin Island five hundred
are homeless 'with ouly three smill
buildings for shelter. At Bayou
I. a B itre . .members of the relief
committee are followed through
the streets by children crying
begging piieously for bread. Re
lief is being hurried to all districts.

Negros Hold Convention and Issue a
Declaration of Principles
The colored Republicans of
Chickasha held a mass meeting
last Thursday and adopted a plat-
form. After reaffirming a llegiance
to the republican party and treat-
ing sundry other questions the
platform has the following on the
race proposition:
"We endorse separate schools
for colored and whites in the state
of Oklahoma. We condemn the
Jim Crow car law in its fullest
sense. We will not support ny
caudidate who favors the Jim Crow
car law and class legislation."

contractor is here from Muskogee
looking after the work his firm Is
doing in Chickasha. When asked
when the work here would he corn
pletedxhe said "We expect to fin-
ish laying the sewer mains this
week and will then commence oa
the waterworks extensions which
we expect to complete within a
month. The fine weather of the
the past few weeks euables us to
make good progress with the
work."
