dicted here that Mr. McQuire's state-
hood bill will be changed considerably
before It passes both houses of con-
cross because there are more "kicks"
on some of the sections than have
been mado In public. The section con-
cerning tho disposition of the school
lands does not suit all of the Oklahoma
Republicans despite the efforts of
some who are trying to mako it ap-
pear that the jciou 1b satisfactory to
them.
"Protect the school children" Is tlw
cry and It Is feared that unless the
section In Question Is revised what
promises to make a school fund that!
will equal any state's will be partly
lost.

land have Improved It" said one of
the leading Republicans of the terri-
tory "is no sign or reason why they
should bo allowed -to take that which
rightly belongs to the school system.
Theso men know full well that they
were improving that which did not be-
long to them and did so at their own
risk
"I know of loading Republicans In
tho territory who havo written to Mr.
McGuire asking him to change the
section concerning the disposition of
the school land question. They are
not discussing tho question in public
because they know that It will do no
good. They are friends of Delegate
McGuire and want to help him to
bring about a bill that will do tho most
good for Oklahoma.
"It is said In an interview with our
representative that tho section In ques
tion Is an oxact copy of a section in
tho Flynn bill which Is probably truo
but that does not mako It good. Mr.
Flynn drafted his bill sovorrtl yoars
ago and since thon conditions havo
changed and the Bectlon must be
changed to fit tho times."
In the interim those who hold leases
on school lands have organized and are
yetting ready to contend for their in-
terests. It is predicted and threatened
that unless they are favored they will
turn the tldo of affairs In Oklahoma

affair seems small on tho outward sur-
face It may affect the future of Ok-
lahoma. In each township two sections of
land ire set aside for school purposes.
These are leased from tho government
by Individuals and these men hold a
j)ower In politics that is greater than
any political organization could possi-
bly get together. In Canadian county
alone there are 104 holding leases. In
Garfield county with Its thirty town-
ships the land Is leased by 240 men.
so It is possible to estimate the power

sentatives nnd make them pledge
themselves to support any measure
the lessees desire. The law that gives
these lessees the first right to buy
this land when it Is offered will tempt
some to take that which rightfully be-
longs to the school system of Oklaho-
ma it Is slid.
