and also for the slight offorts made to

government attorneys "was not suffi-
cient to convince a Jury of tholr guilt
The delay In Investigating those scan-
dals haB been a boon to most of the
greater offenders for that convonlet
law tho statute of limitations has ran
its courso and tho time had expired In
which they could bo Indicted. ThU
tho statute of limitations covdrs a
numbor of these questions is (levied
by eminent lawyers but tho Republi-
can Attorney General has decided trial

ing the -culprits to trial if the law
officer of the government rofuses to

participants In the lenloncy of this
accommodating statute is Representa-
tive Littauer who President Roose-
velt described as "his personal friend
and closest political advisor." Lit-
tauer was charged with sharing in the
profits of a largo amy glovo contract
and that he had used his position as
a member of congress to obtuTn" the
contract notwithstanding tho provi-
sion of the law that no official should
be Interested In any such deal. When
referred to the. Republican attorney
general ho promptly decided that Mr.
Littauer could not be prosecuted as
the statute of limitations had run 11b

Clarence D. Douglas' has sent out a
large numbor of notices to the press
and lending men of Indian territory
notifying them of the meeting to be.

6 for the purpose of electing a dele
gate to congress. Colonel Douglass
was elected chairman of the meeting
Monday and as the meeting adjourn
ed to reconvene November 5 he will
continue to preside In that position.
In the meantime he Is oxertlng his
utmost energy to give publicity to
the meeting and notwithstanding that
the meeting Monday was not the suc-
cess thnt had been expected It Is
generally believed thnt there will be a
better attendance on November 6.
