Ae will bo seen by tho above table
South Carolina is ranked first In-
dian Territory second and Oklahoma
tloa with North Carolina for third
place.
These census tables tho correspon-
dent explains are made up by taking
tho numbor of children under ono year
of ago at the time tho census was tak-
en and adding thereto the numbor who
were born and died during tho consus
year. ThO census also shows that
with children under 5 years of age and
those from's to 17 Inclusive tho South
leade In '6ven greater proportion.
The Josltlon which Oklahoma and
Indian Territory occupy in tho above
tablo only adds to the already accum-
ulated evidence that the territories are
ready for admission in tho union of
States. Can congress any longer refuse
the territories statehood?
Tho war department has refnsed to
allow the militia of Oklahoma to take
part In the maneuvers at Fort Riley.
The reason assigned for denying to the
territory tho benefits of the new army
act is that her militia is Insufficient-
ly uniformed armed and equipped and
is generally unfit for active service.
This defect If it in fact exists Is to
be regretted; but Oklahoma as a peo
ple need feci no unnecessary hnmlltan
tion over te matter. OKianonia'5

El Caney. They have now got a record
back of thorn which Is far more to the
purpose than gaudy uniforms or glit-
tering arms. Man for man they' rank
well up with many companies In the
regular service and wherovor they are
known they are accorded high praise
and respect in civil Hfo and In army
circles also; but It roqtnros tho In-
spiration of. active warfare to bring
out tholr uaie and most valuably qual-
ltlos. I 5
- The mllila therefore has nothing
to feel nshamod about on its own
account but it has a Just cause for
complaint against the torrltory which
has suffered tholr equipment so to de-
teriorate that they did not pass mus-
ter before tho United Statos army In-
spector. Tho militia havo a right to
doraand that they be treated with all
proper consideration. Thoy havo
added glory to the territory and the
organization should be fittingly rec-
ognized as one of tho territory's Im-
portant Institutions. Oklnhoma Is on-
titled to her annual allotment out of
the $2000000 appropriated bv congress
