Did Not Materialize
It Is practically certain that Repre-
sentative Merrick will not today make
any statement regarding the sensa-
tional story detailed by D. F. Smith.
It had been thought that Mr. Merrick
would today rise to a point ot per-
sonal prlvllogo and give oir. a state-
ment. This It seems will not bo done. This
afternoon at 2 o'clock Mr. Merrick
was approached and asked if ho would
make a statement.

The bill locating the insnne asylum
at Fort Supply passed the council this
afternoon by a voto of 8 to 1.
The council this morning worked
rlxree hours and four things of special
Interest were accomplished. Two of
theso pertain to educational mattors
the third was In regard to locating the
asylum at Ft Supply and tho fourth
had to do with the land leasees' bill.
Tho most Important educational
natter was the passing of tho univer-
sity nld bill. This measure as amend-
ed in the council levies a tax suffici-
ent to raise 525000 a year for tho next
two years. Tho fluid is to bo used to
furnish and equip the university which
-was recently destroyed by fire. Tho

The second matter pertaining to ed
uratlon was tho Introduction of a blllj
l)v Senator Campbell to appropriate
$75 000 to the Edmond normal. Last
vek congress pnssed an act allowing
the locating of additional buildings at
Edmond and the bill today Introduced !
is to cover the buildings desired and J
authorized by congress.
The council in commltteo ot the
whole then took up the Aloxander
"bill to locate tho asylum at Ft. Supply.
At noon nineteen sections had been
adopted and no opposition to tho bill
had developed.
Tho bill provides that tho govornor
shall appoint two trustees of dlfforont
political faith and those trustees with
the govornor shall have control of tho
asylum and shall fix up the buildings
at Ft. Supply to which tho Inmatos
tit Norman shall bo removed. Tho
superintendent a physician Is to
draw $2000 a year and board.
Tho bill asks for no appropriation
but the author Mr. Alexander today
said:
"We -will ask for only the usual
$73000 appropriation. This -will be
covered in the gonoral appropriation
bill."
The roport of tho commltteo on the
McTaggart land lessees' bill shows
that tho bill will havo a rough road
in tho council and will bo amended In
several particulars. Tho roport as
adopted simply puts the bill on the
calendar without any recommenda-
tions. ' Tho council by a vote of 9 to 2
passed Council Bill No. 80 by Mass-
ingale. This bill appeals the special
act of the 1897 legislature providing
for the appointing of 40 clerks and -fleers
for future legislatures The
repeal of this act will put the general
statute In force providing It becomes
a law which allows the employment
of such clerks as may be necessary.
The repealing of the special act thus
makes tho dominant party responsible
for such clerks employed.

against Walter Comanche county.
Council Bill No. 169 By Core re-
garding fho discovery and location of
mining claims their recording and
working. '
Council Bill No. 170 By Woolsoy
creating a special school district In
Noble county. This applies to the
town of Morrison.
Council Bill No. 171 By Woolsoy
an act that changes protjont law for
high schools in tho country that only
ft-4 mill tax can bo levied ltiftead of
8 mills.
Council Bill No. 172 By Gore an
net to legalize the incorporation of
tho towns of Walter Storllng and
Hastings Comanche county.
Council Bill No. 173 By Hiokam
provldos that any town city or school

noon after three additional bills had
been thrown Into the legislature hop-
per consideration of tho Ft. Supply
Insane asylum bill was resumed.

Blakeney moved to so amend the bill
that it should become operative only
whon tho secretary of the interior
should give the property to tho ter-
ritory for five years. It developed In
the discussion that the aot of congress
loans tho Ft. Supply property to the
territory and leaves It with the sec-
retary of the interior to revoke it at
