THE NEW NAVAL PROGRAMME
' If -we have galri'ed nblhlngeli3e'bly'
tho recent Venezuelan trouble ye
have at least profited from the fact
that it has emphasized the need for
febnstant and rapid increases in our
naval strength.
Even with all the building that has
been done since Secretary vn
gave us our "Now Navy" It has beeni
demonstrated that our navy in pnt
of slzbi' at least would hardly bo able
to copo with that of" any European
power.'
It is' Outclassed by Germany in ev
ery particular; and had wo becorao
volved' In trouble wlh that country
wo must lnovltnbly have relied upon
hj buperlor genoralship of our navali
officers and tho suporlor marksman
ox--j8nP qt-r men. to have glvfta-iiB any
showing
whatovor with that one
power
This s not strange in vlow of tho
fact that Germany tif Jato ypars has
beon spending dollarsw4tre wo havai
spont conts in constructing
a navy
doslgnod to copo with any
world
IKjwer. Germany now has not on'yjLj
navy superior to ours in numbers
but having a much smaller coast to
uGfmd she would unlike the 1'nited
States boin a -position to concentrate
her entlro naval strongthai'n given
point. This tho United States could
not do on account of Its great longlhLwIth chronio Jndigostlon and nervous
of exposed coasL ' T dab!llty" writes F. J. Green of Lan-
Not oly are we behind Germany
In the matter of naval strength but
Great Britain France and even Rus
sia are far ahead of us.

In view of these facts it may he
questioned If the inferiority of our
navy Is not in Itself an invitation to
foreign powers to mako trouble for
us ..Certainly they would have cause
to respect us more If ou naval
strongth were more nearly equal to
theirs.
All of thoso facts about tho navy
hftvo been made clear to the navnl
commltteos of both housos of con-
gress and it Is a matter of congratu-
lon that members of both narties
Jt&klnmosod to act with ereater lib- J
eralfty in providing for tho needs of
tho navy.
Under tho "new programme" which
will Uo Incorporated In tho house na
val bill tboro will be provided for
threo more battle ships one nrmored
cruiser and three training ships. The
number of cadotB at Annapolis is to
be largely Increased nearly doubled.
In fact while provision Is made for
thoro being a great
hick of naval officers at this time.
Whilo tho present programme
I?
bd oxtonBlvo one plans aro on
foot which -will probubly lead to con
siderable increase In the slse of ovr
navy within the next few years which
should bo gratifying to all of ouf pen-
pie for it must be clear that with thr
Increased .responsibilities which w
have assumed there is all tho groater
need that we maintain a navy that
will command respect.

Chniiclug one evening to observe a

bw Jio.doonvny I wub fortunate In be-
ing able to procure n light and thus to
proceed to tho capture otUie nnltnnl.
Upon finding Itself pursued Jt took
three or four turns around the apart-
ment when down dropped what at the
moment I supposed to be Its young ainl
which I deposited In my handkerchief.
After a somewhat tedious chase I then
secured the object of my pursuit which
proved to be a line female megadcrmu.
I then 'Dokcd to the othor bat which I
had pioked up nnd to my considerable'
surprise found it to be a small kind of
plplstrelle. which is exceudlngly abun-
dant throughout Indlu.
The Individual now referred to was
feeble from loss of blood which it was
evident the inegadorma had been tuck-
ing from a large and still bleeding
wound under and behind the ear ami
the very obviously suctorial form of
the mouth of the mcgaderina was itself
sufficient to hint the strong probability
of such being the case During the
very short time that elapsed before 1
entered the outhouse It did not appear
that the depredator had once alighted
and I am satisfied that It sucked the
vital fluid from its victim as it flow
having probably stt!r.ort it on the wing
and that It was oo.kltg n quit nook
where it hilght devour tho body .at
leisure
I kept both anlinajs separate till next
morning when procuring a convenient
cage I first put In the megndurma. and
after observing it for some time I
placed the plplstrelle vUh It No soon
cr was the latter perceived than tho
other fastened upon It with the ferocity
of a tiger again seizing It behind rtlio
ear. and made se'veral efforts to tly.off
with It; hut finding It must needs stay
within the precincts of the cnge. It soon
hung by the hind legs to one side of Its
prison and after sucking Its victim till
no more blood was loft commenced de-
vouring It and soon left nothing but tho
head and some portions of the limbs.
