"Who Are Unfamiliar vrltU
the Country.
Ttie Berlin correspondent of the
London Times informs his newspaper
that "tho Capo to Cairo line of the Afri-
can Transcontinental Telegraph com-
pany has been constructed as for as
BUmarokburg Togcland." This may
read all right to anyone who Knows
nothing' about the geography of Afri-
ca but if he should try to illumine the
statement by using a good map he
would begin to sujpccllhat something
was wrong. The news is about as In-
telligible as though it read: "The tele-
graph lino between Chicago and. St.
Louis has been extended as far as
Portland Ore." The route of tho Cape
to Cairo telegraph lino passes through
central Africa whllo Togoland Is a
German possession on tho west coast
Ulsmarckburg being a settlement In
tho interior of the colony.
Such blunders arc quite excusable as
loner as Africa Is comparatively llttlo
known says tho Kew York Sun but
somo people contlnuo to perpetrate
them whon thoy should know better.
A Bohool geography used in Switzer-
land contained this statement awhile
ago and perhaps it docs yet:
"The inhabitants of tho she New.
England states are Yankees."
Perhaps some American school-
teachers who visit the" Alpn have put a
flea In tho car of that writer of gcog-
raphlM. Treaties between various nations
relating to boundaries will probably
never again contain so many blunders
as has been the caie within tho past
SO years while the world has been
clearing up nearly all the geogrnphlcal
mysteries. At least a dozen ludicrous
blunders were perpetrated by Euro-
pean governments In their African
treaties. Tho British and Portuguese
for example fixed upon the "west side
of the Monica plateau" as their com
mon frontier in ManGonn Land find
ing later that there U no such plateau
and that some other definition for the
boundary Hue must be made or thoy
would be as badly tnixrxl up as we have
been with Canada in the Alaskan
boundary muddle. Then tho British
and Qsrmans fixed upon the Rio del
V "from I U source to the sea." M tha.
boundary between Ihe'ir poMenilons
fronting on the Bight of lllnfra. They
were (lightly tip a tree when they dis-
oovured that the ltlo del Itrj Is not a

A certain set of KngUab artists are
Jealous of the decorative work done
abroad In Prance and In Germany. At
a time when Urltlsh artists are re-
ceived well in all countries it Is very
regrettable that a lack of fair play
should be shown by Englishmen to
continental painters and craftsmen.
Not very long ago when England was
powerfully Influenced by French art
many Frenchmen believed that noth
ing good tn painting or design coulu
be done by Englishmen and now that
this error has passed away a section
of the English public. Incomes hostile
to French artists. London Studio.
