and tho uniform rnlo ot 3 per cent tax
on incomes over 11000 Is fixed.
The most Important text of the bill
is tho method provldod for the levy nnd
colloctlon of t-xos. It Is made obliga-
tory on oil persons receiving individual
incomes of over 1:1500 to tnoko ft re
turn to tho local collector of intornal
revenue. These returns nro rrono over
by tho revenue collector nnd a tax list

cced $1000. No tax Is levied on thoo

In case a person having an incomo ot

$1000 the incomo Is subject to twieo
tho ordinary tax under the law and
tho party falling to mako his return is
deemed guilty of a criminal oflenso
and Is mado subject to flno and Impris-
onment Tho main purposo In framing tho
abovo provisions has been to avoid an
Inquisitorial operation of tho law. The
committee believes It will do away with
tho necessity of having assessors pry-
ing Into tho prlvato business of people
unless the latter havo a taxablo Incomo
and try to erado the law. It is esti-
mated that not mora than 83000 per-
sons will bo subject to this tax so that
tho great majority of citizens will not
havo to make returns.
Provision is also made by which no
information can bo mado public ns to
tho details of the Incomes reported by
citizens. If such details become publlo
it might injuro tho credit of n firm or
an Individual. For that reason nny
public or prlvato poison who divulges
any part of this Information concern-
ing Incomes Is made subject to criminal
prosecution with heavy flno and pen-
alty. l'artlcular provision Is mado for the
collection ot tho Incomo tax duo on
(salaries not only officials but tho sal
arlcs 01 Individuals received from busi-
ness firms corporations etc. Tho in
dividual receiving tho salary docs not
pay the tax but It is made tho duty of
every government state county and
municipal disbursing officer to retain 3
per cent ot all salurlns over taxablo
amount This S per tent is to be taken
out of tho salaries for tho year.
Tho tax upon corporations includes
every phase of corporate stock. Tho
tax is general and is without tho $4000
exemption allotted to individual in
comes. It Is provided that Including
the tax on corporate stock the corpora-
tion shall pay the tax and deduct the
amount from tho dividends of the stock-
holder. It Is made the duty ot each
corporation to tako 2 per cent of each
annual corporatn incomo from tho
amount sot npart for tho stockholder.
and pay tho total to tho Internal reve-
nue collector in tho locality. Severe
penalties are provided for failure to
mako tho proper redaction from the
dividends of stockholders or for a fail-
ure to mako the return to the rovenuo
collector.
Tho business of the levying and col-
lecting of tho tax Is placed In charge
of a deputy commissioner of Internal
revenue. Tho different revenuo dis-
tricts of tho county and country are
also provided with deputy collectors
who will especially manage the collec-
tion of tho incomo tax. The measure
as flnallv agreed upon is a detailed
elaboration of a plan for an incomo tax
proposed some months ago by Kepro-
scntativo Hall of Missouri.
