Jas. A. Duncan of Fly Creek
than whom there aro very few bet-
ter posted Indians in this country
expresses himself as being of tho
opinion that allotment and state
hood aro "nigh unto us."
The Arrow is wrong in suppos-
ing that tho six per cent feature
adds nothing to tho value of Chero-
kee warrant. With tho interest
clause removed they would go to
tho price ol national tickets a
decline of something like 25 cents
A specific date for payment would
add largely to tho valuo of war-
rants and a plan should bo devised
for fixing one.
Aftek all it matters but little
whethor the pooplo of this country
opposo or favor allotment and
statehood; it is Inevitable and time
will provo it to be so. People who
doubt that tho policy of congress
is in that direction aro either
grossly ignorant or are so preju-
diced that they will not admit it.
Monopoly of lands hero in the
Cherokee nation will never be
corrected in any othor way than by
allotment and tho sooner it comes
tho better for all concerned.
The Presbyterian church has
decided to establish a high grade
school at some of tho towns in tho
Cherokee nation. At tho meeting
of the Presbytery last week a
resolution to that effect was pass-
ed. It is needless to say that
Vinila is tho proper place for the
lacation of tho -school. Tho
reasons why this placo should
have tho school are many and
among thorn may be stated its
healthy location eize of town
other good schools hore ote. Vi-
nita wants all tho sohools she can
get wants to become an educa-
tional centor. Tho location ot a
Presbyterian school hore would not
effect the other schools adversely.
Schools are like othor enterprises
tho more of them we havo the
fetter lleiddes a finishing school
b or soon will bo a necirsity hero.
lf tho peoplo of Vinita want this
school located here and will show
that they want it in a substantial
manner the Presbyterian board of
aid for colleges and academies will
certainly build it and do so at once

After reading tho above from
tho columns of a paper printed
hero in tho Cherokee nation in
tho heyday of Indian progress and
enlightenment ono is almost cuv-
pelIeVcti gasp lA'.Jxinttti. If it
wa-niiy a' fact that all tho
balance of tho world was arrayed
against tho Indian in general and
particularly against the fivo tribes
because thoy aro civilized the out-
look would bo gloomy indoed.
When it is all simmered down
there is no great difference be-
tween a white man and an Indian
after all. Tho same law that is
binding on the Indian is also bind-
ing on the white man. The
Indian's rights aro cloarly defined
as to ownership of land etc. But
ho has no power to stay or stop
tho tide of American progress.
Tho presont is a condition and not
a theory and we will have to deal
with it a such. To appeal to the
prejudices of the Cherokees (as is
cloarly attempted in the above)
can be taken as little leas than an
insult to tho intelligence of the
country.
The six Indians (?) present were
not a majority of tho convention
and had not others been of the
same mind with them on some of
tho propositions voted on thoy
alono could have done nothing
Tho sentiments of the above clip-
ping are the vaporings of tho moss-
back element of tho Cherokees
and do not voice the feelings of
any considerable portion of tho
people nf the nation. Tho men
who herald their approach by con-
tinually crying out "I am an
Indian" aro growing fewer and
fewer as the years go by and are
to be pitied rather than blamed.
Meantime the transformation goes
on and tho necessity for allot-
ment of lands and utlimately
statehood becomes more and more
apparent.
The Chieftain to Jan. 1'fli for
25 cents.
A MODERN "SQTJEER8."
"Carl Schrooger" is certainly a
very remarkable individual. Ac-
cording to his own statement he
has been a member of the city
council of Vinita is a citizen by
blood joined tho church hero and
became a member of tho Masonic
fraternity yet tho "oldest inhab-
itant" knows nothing about it.
Those stories sound mighty fishy
to bo coming from an evangelist.
Eh! Chieftain.
"Carl Schrooger" never said he
was a member of tho city council
of Vinita. Nor did ho ever assert
that he was a citizen by blood.
The lust charge is in lino generally
with masonic ideas of trutnlulness.
Tho tentence in which ''citizen by
blood" occurred is only half quo-
ted (to servo a purpose) some-
thing like the portion of fnripturo
tnu devil quoted to the Saviour in
the temptation of tho wilderness
when ho left out tho must impor-
tant sentence. In order if possible
to lead tho son of God into sin.
As of old the father of masonry is
tho"father of lies"(John 8:J4). As
to joining tho church and becom-
ing a mason "Carl Sehrooger"had
a correspondent's right to the noni
de plume of a mythical character
as well as to surroundings and
certain ficticious personages reprn-
senting certain principles. Mr.
Locke author of the famous "Noh-
by Letters" never lived at tho "X-
Hoads" and the major portion of

When ft man takeq.upou himself

with hiur giving hliu n benefit
of many alsoilous doubt. Such is
tho natural leniency of tho human
mind and roal workers in the
Mastor's vineyard havo tho appro-
bation and oncouragemont of tho
civilized world. Such is tho ac-
knowledgment of tho gonuinenoss
f the religion of Jesus Christ.
But when a clorical gentleman's
acts aro such as to arouso suspic-
ion public scrutiny and criticism
is thorough and to tho point. Tho
case ot "Carl Schrooger" or J. K.
Wolfo (formerly of this city but
now of Qwonndalo a name he has
given to what ho calls tho orphan-
agc(?) fivo miles west of this city)
illustrates tho point in question.

The Ciiikftain scorns to bo on ac-
count of its refusal to print John
ThreeSixtccn his "non-sectarian
non-political" and nnn-seusical pa-
per. This for tho good and tuffi-
clont reason that it became so ob-
noxious to tho whole community
that The Ciiikftain did not feel
justified in lending its assistance
to tho publication ot such a sheet
inasmuch as ho (Wolfo) had at-
tacked tho privato character of
some of tho best peoplo in the
placo in a very absurd and unwar-
ranted mannor. It may or may
not be the propor thing for an
ovaugelisl(7) to hido himself be

purpose. That wciwilJWtaVo (6

oughly convinced that tho timo is
ripo for tho full exposuro ot this
modern "Mr. Squpcrs" and Ids

ing John Three Sixteen tho outs. do

tho clutches of tho devil in less

The action of Green McCurtain
will no doubt be the cause of tho
U. S. government making all
Indian payments in the future. It
would bo a great deal more safe for
the Indian if it did. It would
then bo responsible for all losses.
Arrow.
Tho above is a very sensiblo
conclusion and ono in which a
very largo majority of tho citizons
of the nation concur.
The Chieftain to Jan 1 '9425c.
A Tlmoly Suggestion.
GnovB I. T Oct 8 1S03.
Editou Chieftain: As the
timo for tho convening of our
national council is near at hand I
think it will not bo amiss to re
mind our representatives of tho
obligations rosting upon them or
tho duties they owe to their con
stituents. Thoy should endeavor
to the best of thoir ability to put
into effect suoli legislation as was
proposed by them during their
canvass. It is their duty to make
an effort to obtain such legislation
whether they have any hopo of
obtaining it or not. Wo don't
want any dodging the question.
Each and every one should put
himself on record either for or
against the important issues of the
day and it does seem to me as we
already have a national printing
establishment in operation that
thero could be som" plan devised
by which the peoplo could get a
complete record of the proceed-
ings of council while in session
without any aditional expense to
tho government. 1 think the
peoplo aro willing and anxious to
bear tho burden to obtain tho in-
formation. Adopted Citizen.
Somehow or other the majority
of people are hopeful that when
council meets in November tho
Strip bonds will be sold. If such
proves to bo tho case a jubilee
will certainly bo held. 'Rah for
council if it does anything.
