spirits and do not keep their product

and proof owing to natural causes so
that upon withdrawal from warchoiiso
tho fractious occur naturally above or
below tho half In accordance with the
expectation of tho statute But tho
larger portion of tho spirit product of
the c nn try is usually of tho kinds not
rcqulto' to lio In bond and in respect
of w hicu ' ho portion of a gallon untnxc J
Is a constat and never omitted gain to
tho producers. Tho advantage derived
in this way and in tho ordinary courso
of business not being sufficient to sat-
isfy many distillers it Is stjjglit to bo
Increased by warehousing tlicir spIriU

stead of barrels the fraction of a proof
gallon gained being thus doubled or
oven quadrupled. Iho annual loss to
tho rovcnuo arising from this adroit
withholding of a portion of tho taxed
articlo from tho operation of tho law
can not bo accurately stated. But osldo
from those packages whose fractions
taxed and untaxed may In tho aggre-
gate equal each other it is believed to
Iw a fair estimate that 600000 addi-
tional packages contain a largo portion
of a gallon of spirits which escaped
taxation. No cessatlou of tho practlco
described Is to bo looked for under tho
law as It now stands. It Is not to be
expected thattho producers will volun-
tarily pay a portion of tho tax by the
method indicated or by others positive-
ly Illicit. Discontent Is occasioned by
those who tiro unablo to tako advan-
tage of tho practlco us being subject In
a degree to unequal taxation; while tho
expense of collecting the tax owing to
tno large number or packages and tne
consequent greater lalnjr of gauging
stamping warehousing and report
ing them is increased by tho very causo
which lessens tho amount collected.

sensation was caused hero by tho re-
pentanco of Andy Drumm of Kansas
City nephow of tho noted cattleman
nnd tho recovery of over $60000 In gold
which ho had concealed In tho woods.
He did not like Canadian prison fare
and tho idea of being restrained from
going forth nt will Irritated hi' fcolings
and when his uncle Mnjor Drumm
arrived In tho city ho Was gradually
approaching tho penitent bench and
nfter conversing with tlio old man and
thinking OVer all that was liable to
happen If he persisted in his headstrong:
courso hi decided to make a clean
breast of tho wholo business.
Accordingly aturday morning younff
Drumm told tho inspector of detectives
and his undo tliat if somo ono. would
go with him ho would lead them to tho
woods near Newmarket where ho had
concealed the hidden treasure.
It appears that when tho young renn
drew tho money ho had It converted
into gold and packed somo $30000 of It
into two tilt Cans the lids of which
were afterward securely soldered on.
These precious packages ho carried in
his trunk ready on any alarm to bo
placed In concealment. When he went
to Druccbrldgoi tho town in tho north
ern part of this province where ho was
married lie took a trip somo thirty or
forty miles south on the Northern rail
way to tho thriving town of New-
market carrying with 1dm tho stolen
money.
After carefully locating tho neigh-
borhood so tts td bo r" 'i to recall It
again nnd seeing thu. ho was not
watched young Drumm proceeded to
tho wood about a half mllo away and
selecting a suitnblo spot dug up tho
earth and buried the money. New-
market Is thirty miles north of Toron-
to and is half way between hero and
Brncebrldge. Evidently ho was con-
templating a move to Toronto nnd
wished to have his boodlo within easy
reach of both places.
Inspector Stark detailed Detectives
Davis andCuddy to accompany Drumm
on his search and they left on the af tor-
noon train. They were unablo to find
the gold heap for a long time. They
wandered through tho woods ow
searching nt this spot nnd then at that
until nt last with a Joyful "Hero It Is"
Dntinm brought tho detectives to tho
placo where a few weeks before he had
conducted tho Interment.
It was found that thn two cans con
tained $31000 in gold and currency
whllo tho box held $3570 In American
