Suddenly to forbid tho manufacture ot
all alcoholic fooverageH for this la
what tho amondmeut amounts to will
precipitate a sharp dislocation of oco-
nomlc conditions. Millions of dolhus
of invested capital will bo mado use-
less thousands of men employed in
various lines of tho liquor industry will
be thrown out of employment. Trans-
portation companies will loso valuablo
freight; owners ot places where liquor
la dispensed will find their stores va-
cant. Breweries nnd distilleries nil
over the country will go Into idlenoss
toeforo they have a chance to adjust
tkemselvos to tho now order.
But abovo all If this food control
measure becomes a law in its present
shape tho Government of the United
States will loso an annual rovonuo
computed at nearly or quito a half bil-
lion dollars or clso this sum must bo
mado up by taxing other forms of pro
ductlon less ublo to carry tho burden.
Changes Character of BUI. v
In Its present form tho bill giving
the administration power to regulate
the production nnd disposal of food
supplies becomes an out-and-out pro-
hibition measure Its character is en
tlrely changed tho main provision be-
coming subordinate to tho prohibition
of tho manufacture of intoxicants.
And this action was taken without any
mandato froirt tho peoplo. Tho order-
ly courso of proceduro is wholly re-
versed. A luw that should como from
'a change in tho constitution Is forced
upon tho country by a Houao ihlojf
after only hasty and unlntolilgont con-
sideration. Tho nntlon Is embarlced
upon a new courso of domestic policy
-without counting tho cost and without
measuring the disaster It may bring.
Prohibition must stand by Itself. To
bring it about by incorporating a
tricky amendment in a moasuro ol
quite a different character is imposing
upon tho peoplo uomothing that the
have not demanded in any fair and
abovo-board campaign. Tho Commer-
cial Is not arguing now against prohi-
bition as a national policy but It is
protesting against an unfair method
of 'forcing it upon tho country. If It

In "dry" Georgia:
E. C. Yellowley Internil revenue
agent In charge of the Atlanta dis-
trict charges that county sheriffs
do not co-operate with revenue
agents In running down moon-
shiners. All too often the moon-
shiner Is protected by the county
officials.
In those countlrs where federal
revenue agents have the co-operation
of the sheriff and his deputies
moonshlnlng Is almost unknown.
In other counties where the local
officials wink at the Illicit manu-
facture of whisky moonshine stills
are running almost night and day.
Mr. Yellowley declares some
sheplffa laugh at requests of the
revenue officers for assistance.
"There are some counties where
the Federal officers will go five
miles out of their way in order to
avoid being seen by the county offi-
cers" said Mr. Yellowley. "There
are forty different state laws being
violated by moonshiners yet action
la taken only by the government
based solely on the revenue enact-
ment." i

pensated For Their
Losses

declares editorially for the compensa-
tion of tho liquor dealers for losses
causcd'by the enactment of prohibition
laws. An editorial in that pnpor says:

makers seems to bo rushing toward
prohibition at least ao far as whisky
is concorncd. Hut what of tho men who
havo enormous sums invested in tho
business of distilling? And what of
tho banks which have advanced money
on whisky Btock and tho wholesale
dealers whoso warehouses am. filled
with barrels of whisky? Justice do-
mands that thoso men who havo en-
gagod In a legitimate business and
paid large revenues Into tho cashbox
of tho country should receive from this
Government tho value of their proper-

Provide Compensation.
If prohibition Is tho only salvation
for our country and wo must havo it
then lot us adopt such a measure In
tho regular way without tacking a pro-
hlbltioa rider to. a war-time measure
and let the prohibition amendment pro-
vide for Just compensation to those
who would be Injured by such legisla-
tion. Confiscation without compensa-
tion does not mcot with popular ap-
proval. It is un-American.
Senator Johnson of California re-
cently stated that In our efforts to
overthrow the monarchies of Europe
we should be certain that wo aro not
building one for ourselves. Thoro was
more truth than can be moasured In
that utterance. It la to be hoped that
tho Administration and the members
ot tho House and Senate will heed the
warning.
