ILL-TIMED
PROHIBITION NOW WOULD
HAVE SERIOUS EFFECT
ON COUNTRY
Would Be Lost ManyThousands
Deprived of Their Means o
Livelihood Stores Rendered
Vacant While Transportation-'
Companies Will Lose Valua-
ble Freight
Tho Buffalo Commercial under tho
caption "An HM'hnod KMcr" ucoa ec-
rlous result In tho hasty adoption ot
prohibition as Is ptuposed In tho "dry"
amendment to tho Food Control Hill;
It la unfortunato that thu Uarklcy
amendment forbidding tho ubo of food-
stuffs In tho manufacture of malt ami
spirituous liquors was forced upon tho
House whllo It hud under considera-
tion tho food control bill. It was
hasty legislation in that no matter how
obnoxious tho liquor industry may bo
to many people It In a legitimate buci
ntas and undor tho sanction 'of tho
law men have put millions of dollars
Into it Und aro entitled to protection.
Suddenly to forbid tho manufacture ot
all alcoholic fooverageH for this la
what tho amondmeut amounts to will
precipitate a sharp dislocation of oco-
nomlc conditions. Millions of dolhus
of invested capital will bo mado use-
less thousands of men employed in
various lines of tho liquor industry will
be thrown out of employment. Trans-
portation companies will loso valuablo
freight; owners ot places where liquor
la dispensed will find their stores va-
cant. Breweries nnd distilleries nil
over the country will go Into idlenoss
toeforo they have a chance to adjust
tkemselvos to tho now order.
But abovo all If this food control
measure becomes a law in its present
shape tho Government of the United
States will loso an annual rovonuo
computed at nearly or quito a half bil-
lion dollars or clso this sum must bo
mado up by taxing other forms of pro
ductlon less ublo to carry tho burden.
Changes Character of BUI. v
In Its present form tho bill giving
the administration power to regulate
the production nnd disposal of food
supplies becomes an out-and-out pro-
hibition measure Its character is en
tlrely changed tho main provision be-
coming subordinate to tho prohibition
of tho manufacture of intoxicants.
And this action was taken without any
mandato froirt tho peoplo. Tho order-
ly courso of proceduro is wholly re-
versed. A luw that should como from
'a change in tho constitution Is forced
upon tho country by a Houao ihlojf
after only hasty and unlntolilgont con-
sideration. Tho nntlon Is embarlced
upon a new courso of domestic policy
-without counting tho cost and without
measuring the disaster It may bring.
Prohibition must stand by Itself. To
bring it about by incorporating a
tricky amendment in a moasuro ol
quite a different character is imposing
upon tho peoplo uomothing that the
have not demanded in any fair and
abovo-board campaign. Tho Commer-
cial Is not arguing now against prohi-
bition as a national policy but It is
protesting against an unfair method
of 'forcing it upon tho country. If It
la deemed advlsablo to prohibit the
manufacture and Bale of intoxicating
drinkn tho ordorly courso of pro-
cod uro Id by constitutional amend-
ment "It should stand or fall upon its
own merita" as tho Now York World
bo pertinently says "in fair and opes
discussion and not seek a strangle-
hold upou a measure which may mean
our defeat or victory in tho world
war"
Tho Commercial truqts that the Son-
ato will act with hotter appreciation
of the situation and better understand-
ing of the effoct that this Ul-tlmod and
rude ridor wholly uugormuno to tho
title of the proposed act will have
upon economic conditions. Buffalo
Commercial.
SAYS SHERI FS WINK
AT MOONSHINE STILL
From the New York American Is
taken the following on moonahlnlng
In "dry" Georgia:
E. C. Yellowley Internil revenue
agent In charge of the Atlanta dis-
trict charges that county sheriffs
do not co-operate with revenue
agents In running down moon-
shiners. All too often the moon-
shiner Is protected by the county
officials.
In those countlrs where federal
revenue agents have the co-operation
of the sheriff and his deputies
moonshlnlng Is almost unknown.
In other counties where the local
officials wink at the Illicit manu-
facture of whisky moonshine stills
are running almost night and day.
Mr. Yellowley declares some
sheplffa laugh at requests of the
revenue officers for assistance.
"There are some counties where
the Federal officers will go five
miles out of their way in order to
avoid being seen by the county offi-
cers" said Mr. Yellowley. "There
are forty different state laws being
violated by moonshiners yet action
la taken only by the government
based solely on the revenue enact-
ment." i
Liquor Dealers Should Be Com-
pensated For Their
Losses
Tho New York Morning Telegraph
declares editorially for the compensa-
tion of tho liquor dealers for losses
causcd'by the enactment of prohibition
laws. An editorial in that pnpor says:
Tho United Stales through Its law
makers seems to bo rushing toward
prohibition at least ao far as whisky
is concorncd. Hut what of tho men who
havo enormous sums invested in tho
business of distilling? And what of
tho banks which have advanced money
on whisky Btock and tho wholesale
dealers whoso warehouses am. filled
with barrels of whisky? Justice do-
mands that thoso men who havo en-
gagod In a legitimate business and
paid large revenues Into tho cashbox
of tho country should receive from this
Government tho value of their proper-
ties and their goods. A great lnriustrj
will bo wiped out und it is fair to pay
tho prlco.
FORMER COP TO PRISON
This dispatch from Fort Smith to
the Arkansas Gazetto shows how "dry"
Arkansas is:
"Tho "boozo traffic received a jolt
horo today when a jury round Pete
Condlt former police officer guilty on
two counts and sentenced him to servo
two years In prison. Shortly aftorward
Jim Donner pleaded guilty In two cases
"lloth Condlt and Donner have long
hem Identified with tho boot 'egging
ring here according to officers."
BANKERS PROTEST
That the adoption of the amend-
ment to tho food hill prohibiting the
uso of grains in tho manufacture of
malt beverages would retard munici-
pal improvemontB destroy practically
G5000000 In browing and malting
property causo 2000 Haloon proportios
to bo vacated effect about 75000 work-
men and persons dependent upon
them; causo a loss of n foituuo in
taxca; docreaso rentnls and depreciate
the value of properties in Milwaukee
woro contained lit protests forwardod
to Washington from this city on
Thursday.
Tho messages woro sent to Presl
dont Wilson. Vico Picsidont Mnrshnll.
J Speaker Champ Clark Senators LaFol
lotto and Husting. Congressmen Cary
and Stafford and tho committee on
agriculture.
Tho protests were from tho Mllwau
keo common council from bankers
merchants heads of Industrial con-
cerns and rellcrlous bodies.
Bankers among others expressed
disapproval of tho proposition now bo
foro congress. A flood of telegrams
woro sent to Washington volciug this
protest. Somo expressed themselves
in interviews. But all woro to the
same tonor that tho passage ot an act
which would mean thodestructlon ot
so much industrial property would be
a great injustice and congress should
connlder woll before takiug such a
step.
"To legislative thoao great Innus-.
tries out of businoHS without just com-
pensation would bo a great Injustice"
Bald Fred Vogol Jr. president of the
First National bank. "A miflorlty of
tho peoplo of tho country havo tho
right to say what they want and tho
minority must submit but they should t
consldor thouo vast Industries which
havo grown up In tho country. They
hrive Romo rights. If such a law Is tm
bo passed the government should com
pnnsato them for tho loss they will
sustain." Mllwnukoo Sentinel.
TO URGE TAX EXEMPTIONS
Barbers Complain Against More War-
time Burdens.
A ploa for exemption from war tax
on alcohol and a request that It be not
classified with the whisky Industry
will be contained in petitions to tho
United States Senate Ways nnd Moans
Committee from tho Cincinnati Har-
bors' Supply Dealers' Club which held
mooting at the Grand Hotel.
"Uso of alcohol lotions by barbers'
supply dealers with tho proposed war
tux of $2.20 added to the present prlco
of alcohol J3.G1 a gallon would bo pro-
hibitive" said Bernard Do Vry Evans-
villo Ind. National President of the
Barber Supply Dealers of America
who presided at tho meeting.
Representatives from Columbus O.;
Atlanta Ga. and othor cities attended
tho meeting. Tho question of exemp-
tion will be discussed at tho national
mcotlng to bo hold in Chicago August
15. M. L. Taylor is president or tho
Cincinnati Barber Supply Dealers'
Club. Cincinnati Enquirer.
The Administration in Washington
Ic tlmea ot war Is entitled to the sup-
port and co-operation of every Amor-
lean citizen but when thoso who are
charged with representing the poopla
so far forgot tho right of their con-
Htltuents to troe enjoyment ot person-
al liberty as guaranteed by the Cos
stltution then It la time for the people
to unite in their protosts of such das-
tardly and cowardly legislation. It is
dastardly -and cowardly hecauso the
provision has been attached to a war-
tlmo measure and as such will re-
ceive support when under othor con
ditions it would utterly fall. It shows
tho lack of patriotism on tho part of
tho dry advocates.
Provide Compensation.
If prohibition Is tho only salvation
for our country and wo must havo it
then lot us adopt such a measure In
tho regular way without tacking a pro-
hlbltioa rider to. a war-time measure
and let the prohibition amendment pro-
vide for Just compensation to those
who would be Injured by such legisla-
tion. Confiscation without compensa-
tion does not mcot with popular ap-
proval. It is un-American.
Senator Johnson of California re-
cently stated that In our efforts to
overthrow the monarchies of Europe
we should be certain that wo aro not
building one for ourselves. Thoro was
more truth than can be moasured In
that utterance. It la to be hoped that
tho Administration and the members
ot tho House and Senate will heed the
warning.
