Kansas City Mo. Sept. 4. Dr. Era-
Iter was brought hero yesterday and
placed In jail where ha met and rec-
ognized hundreds of old friends.
When asked to toll tho story of his
wanderings Dr. Frakarsald there was
not much to tell.
"I did fall Into the river tho night
we were fishing" ho sold "and come
very near being drowned. However
there wns driftwood floating In tho
stream nnd I cuughta log and floated
down tno river for a considerable dis-
tance. Finally I found a place where
I could touch bottom and wnded out
on the land. I laid there all that night
and all tho next day."
When reminded that tho current at
the point where ho disappeared formed
a whirlpool where the best of swim-
mers would not think of venturing
ho said ho know It was a terribly dan-
gerous place and considered his es-
cape from drowning a miracle.
No amount of questioning or argu-
ment cou'd make mm change this part

on the streets ho did not recognize me.
"At tho rooming house no no asked
my name and I did not volunteer to
tell it. Then I went to Chicago.
While there think I Paw Dr. I. N.
LovoofSt Louis but ho wns talking
to some ladies and I did not nppr.iuch
him. From Chicago I went to .Milwau-
kee nnd stayed most of tho fall of that
year. lly that time tho name of Fra-
ker had been too much advertised and
I told a roommate that I was from
Denver and that my name was William
Schnell. I went by tho name of
Sclinell from that tlmo on."
"1 lived in Wisconsin and Minne-
sota ever since."
"Why did you conceal your ident-
ity?" "I didn't."
"Yes but the assumed name and the
fact that you kept out of sight when
the companies were looking for you
proves inc contrary.
"Well I had not decided to stay
away until tho papers said all kinds of
things about me. Then I know I was
in disgrace and could not muko a liv-
ing if I camo back. It wa you news-
paper boys who got me Into it."
Then after a long pause ho said:
"No it was my own fault nnd no one
else's. I liavu wanted to como back n
thousand times and camo near com-
ing but tho disgrace and what people
were saying nbout me kept me from
doing so. This living death is horrible
and I am glnd now 1 am going back."
"It was telegraphed from Duluth
that you expected a share of tho ln
suranco money."
"Tho way that camo to bo told was
that I said tho springs had good medi-
cinal qualities nnd it would take 8-0-to
fix them up right. I never said I
had that much money or would de-
velop tho springs. I stayed In tho
woods in Hint part of tho country for
tho last six months to get the benefit
of the springs because my health has
been bad. I have been sick nearly
three years now and nothing did mo
any 'good until I reached those
springs."
Dr. Fraker carefully avoided answer-
ing questions intended to reveal his
means of subsistence. Finally when
Hie question "Who gave you nway to
the Insurance companies and furnished
tho information that 1 d to your
nrrest?" wns bluntly ask d tho doc-
tor started suddenly und said: "I
think it was George liarrv ono of tho
men who went fishing with mo. I
wrote him from Wlscoiv 'n lust win-
ter. He was in New Mexico then. Ho
answered my letter and I wrote again
but never heard from him."
"In my second .letter I told him
about u young man wl ose name I
won't mention who was very kind to
to mo when 1 was sick. 1 told him
tho young man's name und I think ho
wrote to him and got my rddrcss after
I moved into Minner ota. I am
satisfied that Harry gave mo away.
Ho Is in Now Mexico now under ar-
rest. Ho was arrested at "berly two
weeks ago for burglary. I don't know
of any ono clso who had the menus of
knowing just where I wns who would
glvo mo away."
James E. Lincoln of LI n r ex-
ecutor of tho Fraker estate ha .been
enjoined by tho federnl court from dis-
tributing among the heirs the money
in his keeping.
Fraker was taken to llichmond liny
county nnd placed In jail to awnlt
trial. Georgo Harry in jail lu New

betrayed Fraker. Ho is an old crim-

volunteers and on his return was ap-
pointed u cadet at West Point. When
ho graduated In 1Po3 ho was assigned
to tho Fourth Infantry nnd did duty
lu Oregon nnd Washington terri-
tories until tho civil war. In tho
Uoguo river troubles from Is."!
to 18SS ho was badly wounded.
Ho also participated in tho In-
dian wnr on Pmrct Sound in 18'1. Af-
ter a year In Europo ho was appointed
n captain In 1801 and went to tho
front. From tho Infnntry ho was
transferred to a cavalry command nnd
was brevctted a major for vnllnnt com-
manding in the capture of Moutlcello
Ky. In May lbOX Ho rose gradually
in rank until ho became major gener-
al of volunteers and thou was trans-
ferred to the rogulnr service. He re-
ceived several brevets for gallant and
meritorious cervices nnd nt tho cloioof
the war had (ho rank of lieutenant
colonel. Since tho war General Kautz
had served on the New Mexican fron-
tier where he leapt In check trouble-
some Apaches lu Arizona California
and Nebraska. Ho was tho author of
several works. Germany wns his
place of birth. He wns 07 years old.

ing of insurgent delegates at Najasa
proclaimed a constitution for the re-
public on a federal basis of five states.

inations of Antonio Mnceo to be gen-
eral commanding hi Suutlngo de Cuba;
Max Gomez In Puerto Principe nnd
Koloff in Santa Clara. Najasa was
proclaimed as tho pravlsional federal
capital. A resolution was adopted
permitting farmers to sell their pro-
duce in thu towns on the paymsnt of
!!o per cent ad valorem duty.
A proposal to proclaim Mnceo dic-
tator of Cuba was discussed for six
days and was finally withdrawn. Tho
Autonomist party intend to petition
Spain for self-government on Canadian
lines. It is stated that Gomez is in-
clined to accept conditional autonomy
but Mnceo declines any compromise.
