NEW AMERICAN NOTE PLACE?
FUTURE RE8PONSIOILITY ON
TEUTONIC NATION.
CERTAIN ACTS ARE "UNFRIENDLY"
And If Germany PertltU In Dolnj
Thm Diplomatic Severance
May Be Expected As a
Result.
WanhlnRlon. 1'rcBlilont Wilson nnd
Berretnry Lanslnp conferring at tho
Whlto IIouro completed tho new note
to Germany warning lior tlmt tlio rope-
tltlon of n dlbnstor Mich as that visited
upon tlio Lusltanln or nny violation of
Amorlcnn rights on th high sens re-
sulting In loss of American lles will
ln regarded ns "unfriendly." It wns
at onco dispatched.
The note Is In tlio nati.ro of a flnnl
statement by tlio United Stntcs of tlio
interpretation tlint will bo placed by
this government on futuro transgros-
slons of Amcrlcnn rights and repents
that tlio American go eminent will
lonvo nothing itndono to stand by the
position It ling previously dcclnrcd.
Among tho points In tlio nolo nro:
First Tlio assumption by tho United
States that Germany by declaring her
submarino warfare to bo n retaliatory
measure ngalnst tho alleged unlawful
nets of her enemies has admitted that
tho destruction of the unresisting iner-
chnntmnn without warning Is lllegnl.
Second Herman subninrlno com-
rnnndcrs already have proved that they
can save passengers and crows of ves-
sels nnd can net In conformity with
the lawn of humanity In making war
on enemy ships.
Future Violations Unfriendly.
Third Tho United States cannot nt-
low tho relations between the bellig-
erents to opernto In nny way as an
abbreviation of the rights of neu-
trals nnd therefore any violation of
tho principles for which tho American
government contends resulting In a
loss of Amcrlcnn lives will bo viewed
ns "unfriendly.'
Fourth Tho representations which
tho American government bus mado
In previous notes for the dlsnvowal of
tlin Intention to sink tho I.usltnnla
with Americans aboard and the re-
iiuest for reparation and reiterated
with renewed Insistence.
Fifth Tho Amerlcnn government
realizes the unusual nnd nbnormnl
conditions which tho present conflict
has crcnteil In tho conduct of mari-
time war nnd Is willing tn net as an
Intermediary ns between tho belliger-
ents to nrrango n modm vlvondl.
Sixth Tho proposals by Germany to
glvo Immunity to American ships not
carrying contraband nnd to four bellig
erent ships under tho American flag
nro rejected with the emphatic asser
tion thnt to accept such f.iiKgestlon
would bo to admit Germany's right to
iJ; sot nsldo tho American contention
based on fundamental principles In
International law that neutrals may
travel nnywhero on the high seas on
unresisting ships of nny nationality
even It cnrrylng contraband.
No Direct Intimation.
Tho noto Is nbout 1200 words long.
Vhllo nowhero In it Is thero nny di-
rect Intimation of tho courso which
tho United Stntcs will pursuo In tho
event of nnotber disaster similar to
tho Lusltanln tragedy thero aro em-
phatic stntetnetns throughout tho com-
munication pointing out that tho dis-
cussion of tho principles Involved hns
been virtually concluded nnd that fu-
turo conduct of German submarino
commanders will determlno the re-
sponsibility for tho friendly relations
between the two countries.

Btoncs. Tho trouble started when
eleven special deputy sheriffs met sev-
eral hundred strikers. Tho strikers
rofused to dlsporso nnd tho psl'co fired
n volley over their bends. This had
no effect nnd a volloy was sent fired

Btovnnclk and thrco others severely
wounded.

Indications from olllclnl quarters ii
Ilerlln ns to tho reception of tho now
note warning (leftnnny thnt tho losi
of Omcrlcan lives through further Io
Intlon of neutral rigths would be re-
garded as "unfriendly."
Everywhoro In official quarters It
was pointed out that the document
speaks tlio flnnl word on how tho
United Stntcs government would re-
gard further transgressions of Its
rights. Tho general trend of comment
was that tlio repetition of such a dis-
aster s tlmt which befell thu Lusl
tnnla would mean the convening ol
congress by President Wilson for 'con-
sideration of tho action to bo taken.
In tho event that tho status quo Is
maintained however nnd there are
Indications through olllclnl or unolll-
elnl chunnels that German bubmarlnci
In tho futuro will conform to tho rules
of International law by saving tho lives
of Americans on unresisting merchant-
men President Wilson will talto up
very booh the situation that has arisen
with Great Ilritaln over interference
with American commerce by the al
lies.
For Bcveral weeks a noto has been
practically completed almost ready tc
be sent to the Ilrltlsb government rclt-
rating tho protest ngalnst deviations
from International law In tho opera
lions of tho order In council ngalns;
commerce with Germany. Tho note
has not been Bent becauso President
W'llso. .ins been unwilling to give the
Impression In Ilerlln mat the contro
vcrsy between the United States and
Germnny In any way could bo condi
tloncd on the progrosn or tho American
government's negotiations with other
belligerent!.
Data Is being gathered at the state
department but the new note probably
will not deal to nny extent with Bpo-
clllo Instances contending chiefly for
tho general principles Involved wltlj
renewed Insistence on modifications on
tho ort'.i-r In council to conform with
what the United States regards as the
accepted rules of International law
The recent filing of a legal caveat an
nounclng th&t orders In council nnd
llrltlsh munlclpul law do not affect
tho rights of American citizens undci
International law was tho first step In
the policy which the United States Is
pursuing to obtain acquiescence lu Its
point of view.
No progress hns been mnde In the
Investigation of tho case of the llrlt-
lsh liner Orduna nt which a German
submarine fired a torpedo without
wnrnlng. No evidence has been re-
ceived to establish beyond doubt thnt
tho torpedo was fired nnd until this Is
available It was said In olllclnl quar-
ters tho case probably would not bo
pressed. Nona of tho American pas-
sengers was awako at the tlmo of the
alack and tho state department Is re-
luctant to net on what might bo con-
strued ns partisan reports. Ab yet no
report hag been asked from Ambas-
sador Gerard at Ilerlln because a
prima facie casu has not been estab-
lished. Concerning futuro conduct of Ger
man submarines tho noto docs not
necessarily call for nn answer as It
announces tho Intention of the United
Stntes to regard any further violation
of International law resulting In the
loss of Amorlcnn lives ns unfriendly.
On tho other hand the Amerlcnn
demands for disavowal of nny Inten-
tion to sink tho Lusltnnla and tho re-
quest for reparation nro renewed Jn
tho new noto and those with cither
points such ns tho willingness of the
United States to act as an Intermedi-
ary between tho belligerents to ndust
rules of maritime warfare probably
will bo tho basis for further discus-
sion by Germnny.
An answer is not expected for nt
lenst two or three weeks on these
phsscs. It Is generally agreed ninong
oinclnls here however thnt any loss
of American Uvea in tho meantime
would In Itself rnlso tho question ol
notion Irrespective of any formal re-
ply from Germany.
Thero Is now no Indication that tho
Lulstnnla enso Itself will cause a rup-
ture bub tho president lins deter-
mined to keep that subject In tho fore-
front as n diplomatic Issue of first Im-
portance between the two countries.
PresBtiro for settlement will be ro-
nowed from tlmo to time biu! If not
adjusted by tho end of the Kuropean
war will continue to Impend tho rela-
tions between the United States and
Germany very much as did tho Ala-
bama case In the relations between
Great Britain and the United States
after the civil war.

On May 4th 1915. tho St. Paul Farim

his wlfo took up n homestead near

ing his experiences of a few years In
which they had undergone hardships
which wero likely to bo unavoidable
with a small amount of capital ho
continues tho story by stating that
In tho fall after n fnlr Bummer's work
on his 100 ncrcs cropped ho elenned
up nenrly all hi debts having now
four good horrcs a complete set of
farm machinery Including two wagons
nnd a "Swell" top buggy nnd eleven
head of cattle. Ilo continues "How-

that wero to bo had In Montana
Whent was cheap nnd 1 thought it
would get cheaper bo I began to think
that homcBtcndlng ns n moncymnklng

I did not stop to consider that wheat

quarter section of land that could
raise nn abundnnco of Bmall grain

not see all thnt; I had tho 'moving
fever nnd decided to sell.
I set tho price on tho land at 13.000

Wo now hnvo a homestead In Mon-

wo had did not go far. We have three
horses nbout all tho Implements ws

than we had on our former place. We
have no cattle though wo had to build
much lenco to keep ranch stock out
of our fields. We have about $D00
worth of honest debts.
True wo have a half section In
place or a quarter but that la no good
to us ns long ns wo huvo not tho

In summarizing It all up I too whero
I made my mistake. It will take fully
