Great Structures in England
Similar to Village Churches.
Unapproachable In Dignity; Beautiful
as Cathedrals; No Ostentation cf
the Builder's Art.
The greot old stone barns of Eng-
land dating many of tlicm from the
fourteenth century nre comparatively
speaking little known to the general
public says tho Christian Science
Monitor. The beautiful architecture
to be found In the English village
churches has received Its full raced of
appreciation and so though possibly
In a slightly less ' degree have the
fine old manor houses which dot the
countryside and' provide a most Inter-
esting study In the local variations
which occur In the generally prevail
Ing style at any given period. The
barns however have been rather neg-
lected nnd literature on tho subject Is
practically nonexistent.
Yet the barn is Intimately bound up
with the history of the neighborhood
In which It stands nnd whore for pos-
sibly nearly COO years It has been ful-
filling practically the snmc eminently
Important functions with little change
for the benefit of the folk In Its neigh-
borhood. The methods of tho farmer
may vary but the general routine of
tho countryside goes on much the
same century after century nnd tho
great bams still stand ready to house
the people's food as they have done
summer nnd winter for so mnny hun-
dred years.
These old Gothic barns nre very
dignified nnd very bc-nuUful buildings
comparable In some ways to the vil
lage churches whose contemporaries
they are nnd if they nre less ornate
they are in their simplicity hardly
less imposing. Indeed some people
would give the balance In favor of
the barns In this mnttcr.
It Is by no means always an easy
matter to tell the precise date of
these barns at first sight but some-
times there is a little carving a bit
of tracery or n finial which will supply
the clew or possibly again the form
of a buttress may afford an 'indica-
tion; but fortunately there are gener-
ally local records to which nccess may
be had containing detntls of tho origin
and foundation of the barns.
Among the famous fourteenth cen-
tury bnrns of England arc those nc
Glastonbury Wells and Ptlton In Som-
ersetshire Great Coxwell In Berkshire
and Abbotsbury In Dorsetshire. These
are all what may be described us barns
of the first magnitude; great cruci-
form buildings which may well vie In
site and dignity with many churches.
Of the barn at Great Coxwell Wil-
liam Morris said tlmt It was "unap-
proachable In Its dignity as beautiful
as a cnthedrul yet with no ostentation
of the builder's art" and he always
declared that It was one of the finest
buildings in England or anywhere else.
Perhaps Some Day.
Patriotism and local pride may some-
times bo stronger than geographical

Congress consists of two senators
from each state the smallest state as
well as the largest and a number of
representatives according to popula-
tion. Tho basis of representation or
number of Inhabitants for n represen-
tative Is fixed by congress under ench
reclining census so ns to secure ade-
quate representation for every stato
without making tho house too largo
nnd unwieldy. The Constitution of
tho United States adopted in 1789
said tho number of representatives
should not exceed one for every 30000
of population and as no census had
yet been tnken 80000 was adopted as
the ratio of representation and tho
population of tho different states was
estimated. By this process the first
house of representatives consisted of
05 members. Since then congress has
passed 13 apportionment acts under 13
different censuses changing the basis
of representation every time except
once.
In 1600 nnd In 1810 the ratio was
fixed at one representative for 33000
population. In 1820 the ratio was In-
creased to 35000 and It has been la4
creased erery tenth year since till It Is
now 211877 while the 'membership of
the house has Increased from 05 to 435.

There is a movement on foot to
start an educational propaganda with-
in the German empire to inform the
people of thoso countries of the real
demnnds thai the other nations of the
world make. Ono writer suggests 'that
the best thing to be done In that direc-
tion Is to print two or three million
copies of the Ten Commandments In

them over the whole of the country by

duced 341800000 barrels of crudo oil
approximately OS per cent of the
world's consumption. In 1010 Its
share was about 05 per cent. A large
part of the fuel oil used by the Brit-
ish navy comes from Mexico. Last year
Mexico produced 00000000 barrels
about 20000000 barrels over the out-
put tho year before. Russia In 1017
produced 70000000 barrels a falling
off of about 2000000 barrels from the
1018 production. In tho Dutch East
Indies 14000000 barrels were pro-
duced last year and 17000000 barrels
the year before. Roumanla in 1017
produced 11000000 barrels as com-
pared with 10000000 tho year pre-
vious. Most of the Roumanian oil
fields are now under control of Ger-
