may ba cabca when tho now settler has
not been givon a "fair shako" In mak-
ing his sottlempnt and raising his
cropfi. If- there were such cases tho
saltier had his recourse with all tho
sympathies ot tho U. S courts in his
favor. If thoy should win and elect a
now settler to every office in thr coun-
ty thoy oould liuvo uo othnr course.
Ono easo of this kind envied lo tho
district court would do mora than any-
thing else to fix this quarrel.
Wio presumo that these new settlers
aro all Democrats or Itopublicans or
I'opulistn and when they discuss this
wholo question with themselves with
honest minds they will seo that if thoy
should win tho county election and put
a now settlor Into every ofllce they will
still bo under tho same restraints that
they are now. And when they think
about tho matter along these Bros thoy
will naturally concludo that when a
veto for a new settler will make no
change in the laws or in their adminis-
tration they might just as well vote
for tho candidates of their favorito old
