With erery disposition on the part
of the exec-tire to make the present
war short sharp and decisive it la re-
alized that the shortcomings of our
military service are so maay that de-
lays are inevitable and that much
work will be necessary to put the na-
tion in efficient fighting shape. It has
been found that the equipment of the
army small aa it Is In comparison with
the great army of the rebellion is
sadly lacking and those well posted
say it is not remarkable that no posi-
tive start has been made sooner by the
army appointed to occupy Cuba.
Owisu to a system of gathering Im-
portant news nnd getting it through
the Spanish lines which was perfected
by Gen. Lee before he left Havana
our government knowa that tbe main
roads entering into Havana by which
an army would march are all mined
or made ready for tbe explosive
cliarve. The landward works are all
so arranged that if the attack were
made there tbe assaulting party would
be blown up in the air. He fore an at-
tempt is made to storm any of these
works a careful rrconnoisance must be
made to determine where these miner
are located.
The time-honored blue uniform ol
the army is being replaced at Tampa
Fla. by ihe more somber gray. Thf
cloth is light twilled linen of gray
brown color selected by the autliort
ties at Washington as most npproprl
ate for tropical campaigning. The for
mer heavy oblong shoulder strap U
abandoned and replaced by a triangu
lar strip of white duck with insignia
of metaL The collar cuffs and facingr
are also white duck which with a
broad plait in the back and four out-
side pocketa give a more elaborate
effect thau any field uniform previous-
ly u&ed in our army.

There were sinister predictions of
an impending revolution in Spain con-

only a question of a few days before

The newspapers in Madrid continue
to urge the cutting of the American

if the Cuban cables are severed.
The bitterness engendered over the
election of officers of company A of
the liryan volunteer regiment showed
no signs of disappearing on the 20th.

A cow belonging to a farmerreiidlng'
Bear Carthage we regret we cannot
call his name says the Madison (S. D.)
Leader strayed on to the Northwest-
ern railroad track aad was run down
and killed by a train. Tbe farmer de-
cided his cow had trespassed on the
company'a property and- had received
ber just deserts so he gave the sec-
tion men a dollar to bury her and said
no more about it The matter wa re-
ported to headtjuarteis la tbe regular-
course of business aad soon afterward
aa officer of the company called oa the
farmer.
"You had a cow killed on the track
a few days ago didn't you?" "Tea
tir" timidly replied the farmer think-
ing he was np against a soulless cor-
poralioa in a suit for trespass. "Well
how did it happen?" "I'm sure I don't
know; the cow got out of the pasture
and got onto the track and was killed:
It wasn't my fault; I paid tbe section
men a dollar to bury her so the com-
pany Isn't anything out" "How much
was the cow worth?" "Oh she was
just a good fair cow worth about J25."
The agent departed and the farmer
went on worrying about a trespass suit
that he waa sure would be brought
Egalcst him. A few days liter he re-
ceived a letter from headquarters and
upon opening It with trembling band
he discovered not a summons for a
suit in trespass but a check for $25
for tbe loss of his cow and an annual
pass ever tbe road the letter stating
that he was the only man that had
evex had a cow killed on the road that
did not swear she was a registered
thoroughbred worth S150.
A perfect type of the
