HELD BY BRITISH.
American Transport Tartar Detained at
Hong Kng--Aiaerlcana ladlgnaat.
Washington Sept. 13. The war
department has been officially noti-
fied today of the detention at Hong
Kong by British authority of the
transport Tartar with the Twentieth
Kansas volunteers which they claim
to be overcrowded. Otis cables facts
to show the transport not overcrowd-
ed. He also explains her presence
at Hong Kong by saying she went
there to be docked as there is no
dock at Nagasaki large enough. This
shows she is a large ship. The cap-
tain cables the British authorities
will not allow him to carry more than
824 men. This will necessitate leav-
ing 379 men ashore. Army officers
are indignant against the British
authorities at Hong Kong.
Washington Sept. 13. About noon
Secretary Root went to the Whife
House to lay Otis' dispatch and other
dispatches concerning Tartar before
the president with a view to action.
The matter will undoubtedly go to the
jstate department this afternoon for
representation to the British gov-
ernment. No one knows the unbearable
torture the peculiar and agonizing
pain caused by piles unless they
have suffered from them. Many be-
lieve them incurable. This is a mis-
take. Proper treatment will cure
them. Tabler's Buckeye Pile Oiut-
ment is an infallible cure. Price 50
cts. in bottles tubes 75 cts. City

Trouble In Democracy's Ranks In Ken-
tuckywill Roost Blackburn.
Louisyille Sept. 13 Senator Black-
burn has withdrawn from active par-
ticipation in the Goebel campaign
and the breach between Goabel and
Blackburn is now pronounced.
Blackburn spoke today but confined
himself strictly to national issues.
A bombshell was exploded among
the Goebelites tonight vben it was
announced that Governor Stone
Altgeld and Col. Bryan bad reached
an amicable understanding and had
agreed not to speak for Goebel in
Kentucky. All will champion Black-
burn's election to the senate. Alt-
geld agrees not to come to Kentucky
to support Brown if this pledge is
kept. Bryan is said to be open
in his belief that Goebel is in
the McLean conspiracy to defeat
him and Blackburn has proof that
Goebel has made a compact with
Carlisle te defeat him.
