INTERNATIONAL CROP
REPORTING
The International Institute ol Agri-
culture created by representativog of
fortysevei). governments the United
States included is making progress.
The object of the institute i to es-
tablish ultimately a world-wide crop
reporting service.
A bureau of this kind can not be
perfected in a day or a year. A bul-
letin recently issued from the head-
quarters of t fie instiute in Homo gives
some Idea of the difficulties that are
to be overcome. Different countries
have different systems of crop re-
muting. .Some of them it is to bo
suspected have no sy.-tem that i
worthy of the name it Is no snialf
task to bring them all to a basis of
uniformity without which the value
of the service would be seriously Im-
paired. Russia reports that the Hm-
pcror has appointed a special commit-
tee to take charge of the work in
that country Japan has named a
commissioner. China is only begin-
ning to organize the bureaus in the
several . provinces. Germany and
rrussia "are studying what altera-
tions can be made in the agricultural
statistical service as now organized."
Hungary has changed tho dates on
which it collects crop reports so as to
unify them with the dates decided
!n by the institute. Nicaragua Is or-
ganizing its crop reporting erviee.
Canada Is "prepared to supply all
information required." Various coun-
tries say they are arranging to supply
tne necessary statistics.
The instiute began giving out re-
ports in January 1910 and the ""first
-ummary la the form of a single nu
merical statement was given- in the
July bulletin for x countries." In
the August bulletin eleven countries
were represented in the "single num-
erical statement." Eventually it is
hoped to have the summary embrace
"all the adhering countries." The
worth of such a cnipilation to t he
business world would be incalculable.
The secretary of the Chicago Board
of Trade is quoted as saying that it
will lessen th' fluctuations iu the
price; of the principal commodities of
agriculture '"and will be of inestima-
ble benefit to tho producer the con-
sumer and to every manufactory and
industry In the wSibl" The secre-
tary of the Liverpool Corn Trade As-
sociation says if tne objects which
the institute huj in view can be ac-
complished "an inestimable 1.;oji will
be conferred upon the business roni-.nunitv."
It is scarcely necessary to quote ex
pert opinion as to the value of n
service which.' if (lie hopes of its pro-
moters are realized can give the en-
tire world an authentic line on the
worlds visible supplv of the leading
agricultural products. Its importance
will be apparent to any person of or-
dinary intelligence. The nations now
concerned in the agreement represent
!)r per cent or all tli 3 land oi the
world and fS per cent of the popula-
tion if all can be brought to a prop-
er appreciation of the work of the In-
ternational Instiute of Agriculture A il!

Envy the Bachelor Girl
(r'rom the Boston Herald)
Not so very long ago the married

' WAS IT JUSTIFIED?
If ii is true that the battered hull of
the Maine has been found enmeshed
in copper wire capable of carrying a
very high electrical current the ques-
tion of responsibility for her destruc-
tion is settled before the poor old
ship is raised from her bed in the
mud of Havana harbor. Naval officers
are already declaring that the dis-
covery confirms the finding of tiie
Uonrd of Inquiry which decided that
tiie sai i Maine as bion up by a.

be entirely justified .
In a sense the discovery is immater-

cover or do not discover ibe general
public can not be made to see any-
thing but Spanish influence in the dis-
aster. A highly significant statement
by Admiral Sigsbee commander of
the Maine is further evidence. The
admiral says American d'vei's were
