City Council fleeting.
At 4 o'clock yesterday afternoon
the city fathers assembled for
work; Mayor Gait presidium and
all members present.
On motion Aldermen liurch and
VanDenberg were constituted a
committee to select site and con-
struct a calaboose. The plans un-
der consideration call for a build-
ing 12x20 feet which will be di-
vided into two rooms thereby en-
abling the marshal to draw the
color line or in the event of the
imprisonment of females they will
have cushioned seats in the ladies'
purely private apartment.
On motion the council accepted
the Ardmoreite's proposition for
printing thereby establishing the
Ardmoreite as the official organ
of the city.
On motion the council adopted
an ordinance creating the office of
city assessor and collector.
The following officers' bonds
were fixed: Mayor $500 mar-
shal $1000 assessor and collector
$.'3000 treasurer $10000 recorder
$500.
- House Burned in tns Country.
Yesterday afternoon the home of
Mose Garner (colored) on Judge
Fowler's farm five miles north of
town was destroyed by fire dur-
ing the absence of the family.
Mose and his better hali. had been
away from the place all day and
say there was no fire used by them
in the morning. The act is at-
tributed to incendiarism. Mose
was circulating a petition today
asking for help as he and his wife
lost everything they possessed ex-
cept the clothing they wore.

night before the fourth Lord's
day in this month to continue ten
or fifteen days. Everybody cor-

Dewey Again Victorious.

New York. July 13 The
Manila Associated Press says:
Dowey has now another impor-
tant victory in the capture of
Grande island in Subig bay and
the chief harbor in the Philip
pines.
On Wednesday July 6 Agu-
inuldo informed Dewey that the
insurgents had possession of
Subig bay except the island
controlling the entrance which
was occupied by a strong Span-
ish garrison.
The insurgents at the same
time reported that the German
gunboat Irene which was in
Subig bay refused to permit
them to attack the Spaniards
on Grande island.
Acting upon this information
Rear Admiral Dewey promptly
dispatched the United States
cruisers Raleigh and Concord
to investigate the matter take
the island and capture the gar-
rison. On entering the bay the Ral-
eigh opened fire on the princi-
pal points of the island de-
stroying the fortifications and
the torpedo station whereupon
the Irene slipped her cable and
steamed out by the other chan-
nel. Col. Rio the commander
surrendered everything to the
Americans.
The entire garrison of 500
men were made prisoners.
Forty thousand rounds of am-
munition and one Hotchkiss
gun were also captured.
This victory gives the Ameri-
cans control of Subig bay the
Spanish strategic point and
frustrates all Spanish plans for
prolonging her dominion in the
Philippines.
It also defeats all of Germa-
ny's supposed plans for inter-
fering in those islands.
Yellow Fever Among the Troops.

Washington July 13. That
yellow fever has broken out
among the troops in the vicin-
ity of Santiago has been con-
firmed today.
Every precaution will be ta-
ken to prevent the spread.
Information aa to the extent
of the scourge it refused.
It is supposed to have started
at Siboney.

Heavy Loss of Officers.

Washington July 13. The
official list of killed in the bat
tie of Santiago shows: two col-
onels one major seven capt-
ains and fourteen lieutenants
killed and seventy-seven were
wounded quite a number of
whom are lieutenants.
The rain interfered with ope-
rations at Santiago yesterday.
Qreat Big Fish Story.

Havana July 13. A landing
was attempted by Americans at
Bayabacoa but they were re-
pulsed by the garrison and
forced to take refuge on a war-
ship which had fired over 200
shots to cover their disembark-
ation. A second attempt to
land was also prevented.
An American transport is
aground at Punta Cauri.
Shatter's Ultimatum.

Washington. July 13. Gen-
eral Shafter wired the war de-
partment that he has had an in-
terview with General Toml and
has extended the truce until
noon tomorrow. Toral was in-
formed that his surrender only
would be considered. If at that
time he still refuses every gun
of the army and navy will open
fire on him.

ported again at 8 a. m. at' the
war department. He says he
expects to hear from the front
at any moment. It is under
stood that Gen. Miles will su

cles that peace negotiations are
pending. The situation at San-
tiago is giving the president
and cabinet much concern it is
believed that important dis
patches have been received aud

Washington July 12. Santiago's
capture is admitted to be a question
of a few hours. What the Ameri-
can troops wiil find there when they
enter the city no one can tell. It
may be empty.
Gen. Shatter's bulletin posted at
the war department at 10 o'clock
this morning was the only informa-
tion officially made public by the de-
partment up to 10 o'clock tonight.
With the conviction that Santiago
is doomed comes the question. Has
Toral escaped! Rumors are current
that tbe flag of truce was displayed
by the Spaniards to gain time and in
army circles the opinion is expressed
that when Shatter's soldiers march
in he will find only the rear guard
of the Spanish forces.
Some color is given to this view by
the report from Garcia that the little
town of Dos Caminos to the west of
the harbor has been evacuated by
the Spaiiisb and by the recent Uis
covery at Aguadores that dummy
guns were sticking through the aper
tures of the entrenchments. '
And again all this might merely
mean that the Spaniards were reta
ins from- their outer lines to their
inner ones. It is evident from Gar-
cia's report as to the evacuation of
Dos Caminos that he has not sepa
rated himself from the right wing of
Shatter's army or he would certain
ly have made an attempt to engage
or intercept the Dos Caminos garri
son.
TELKURAM FROM MILKS.
Washington July 12. Gen. Miles
sent a short dispatch early today
The only portion the department
would give out was the sentence:
'These rains are heaviest I have
eyer seen."
The department says it has rained
all day at Santiago. It claims now
11:45 p. m. to have no news as to
tbe present situation.
SANTIAGO'S REPORTED FALL.
Rome July 12. The Tribuna of
this city publishes a Kingston (Ja
maica) dispatch received at 6:20 p
m. today affirming that the city of
Santiago de Cuba has capitulated.

Montreal July 12. Senor Du Bosc
and .Lieut. Carranza went on board
the Dominion freight boat Ottoman
at midnight and at 4 o'clock tomor
row it is said the steamer will sail.
They are the only regular passen
gers. Three other Spaniards ship
ped as cattlemen.

Premier Sagasta says peace is the
only remedy tor Spain.
Telegrams from Admiral Sampson
and Commodore Schley were re
ceived at the navy department but
the contents were not made public.
Dewey awaits the arrival of more
troops before the final assault on
Manila. German policy has made
him distrustful of Aguinaldo.
Porto Rican expedition will be
pushed. . large land force and
many of the ships of Sampson's fleet
will participate in the campaign.
Peace is still the sole topic at the
European capitals and strong press
ure is being brought to bear on
opsin.
Capt. Eulate of the Spanish cruis
er Viscaya pays a high tribute to
Commodore Schley.
Washington got no news from f-an-
tiago and everybody sat up unti
after midnight waiting for some
thing.
Gen. Miles sent a telegram to
Washington but the only portion
given out referred to the heavy
rains.
Governor of St. Thomas refused to
let the United States remove some
coal and made some high sounding
threats.
High prices for provisions prevail
ing in Cuba have induced many
west Indian shippers to become
blockade runners.
Papers in Rome Italy print tele-
grams that Santiago has capitulated.
