THE RESOLUTION.
New York April 13. The
war scare is uppermost abroad.
"Resolved That the presi
dent be and is hereby directed
to use if necessary the entire
land and naval forces to restore
peace on the island of Cuba."
This in brief is the gist of the
resolution which will pass the
house today. Spain does not
want war and it is still believed
will avert it.
NO BACKWARD 8TEP.
New York April 13. A
Washington special says if the
Foraker resolution is reported
to the senate it will pass. Lead-
ing senators say we can take no
backward step now. We have
placed ourselves on record as
demanding the abandonment of
Cuba by Spain and cannot
without stultifying ourselves
accept anything short of that.
Today's proceedings are ex-
pected to be very important.
THE FLYING BQUAEBON.

been ordered to sail south
under sealed orders at 2 o'clock
today.

tary Long that the Cuban cable

this morning is at white heat.

IMMEDIATE INTERVENTION.-
Washington April 13. The
toreign relations committee
has reported for immediate in
tervention.
THEY REMEMBER THE MAINE.
New York April 13. Pream
ble to resolutions calls parricu
lar attention to the destruction
of the Maine and outrages on
the inhabitants of the island
Reports of committee are now
being read. The report dwells
at length on the Maine disaster
and makes it the principal rea
son for interference.
REPUBLICANS VS. DEMOCRATS.
Washington April 13. The
house foreign committee ad
jourued and will come into the
house with two reports oue
signed by all republicans and
one by all democrats. Repub
licans favor immediate armed
intervention looking to estab
lishment of stable independent
government. Democrats favor
immediate armed intervention
and recognition of Cuban insur
gents.

but one that had the most effect
was that the flying squadron
bad received orders to sail. La
ter however it was officially
announced they had oulv start
ed off on a 48 hours practice
cruise still the damage to mar
ket had been done and when
the contradiction came it had
little or no effect on the market.
Situation is surely one of un
certainty and if resolutions
reported in the senate pass we
don't see how war can be avrt
ed unless Spain backs down
completely.-

Washington April 12. If auy
ue thinks that this people are
uot exercised oyer the prospect
if war with Spain if he had
eeu here today and witnessed
what I have witnessed he would
be speedily undeceived. 1 mean
by this that the people are al-
most up in arms and if con
gress fails to go to war if the
people ou the outside are as the
people here they would bu lit
terally crucified.
1 have never seeu such a
ight. It was in fact people
gone crazy for the time being
Lee was driven at once to the
state department and from
there to the White House and
thence to tbe capitol where he
appeared before the senate
committee on foreign relations.
Everywhere be went the same
ovation was given him. lie
sat cool and smiling all the
time as if he appreciated the
honors done him.
When night set in excitement
continued. The great avenue
known as Pennsylvania avenue
was filled with people till the
cars could hardly run. A pro-
cession was formed composed
of the citizens and the old sol-
diers of both of the late armies.
They bore banners such as
"Surrouuded by treachery he
refused to leave his post" lle
held the honor of his couutry
above dangers." Bands played
and people shouted and no man
in this time has ever received
such an ovation as was accord
ed him. The streets are lined
with fakirs with buttons with
his picture on them and are
reaping a harvest. As I write
the shouts reach me and it
looks us if the enthusiasm would
uever cease as long as lungs
hold out. W. G. S. in Dallas
News.
WHAT LEE SAID.
To the senate committee on
foreign relations Lee told of the
Maine's destruction and placed
the responsibility on the Wey-
lerite volunteers of Havana
whom he called irresponsible
and dangerous. He said he be
lieved Blanco knew nothing of
the blowing up of the Maine.
Lee said he believed congress
should not recognize tbe inde-
pendence of the Cuban govern-
ment but he was of the opin-
ion that measures to end the
war and give the Cubans free-
dom should be passed.
WE HAVE FRIENDS.
Great Britain because of the
close affiliation of her people
and the people of the United
States and for selfish reasons
is our friend in case of war with
Spain. Russia has always been
the friend of the United States
and there is nothing to indicate
that ihe will favor Spain in the
event of trouble. So far as Ger
many is concerned she has an-
nounced her intention to pre-
serve an attitude of strict neu-
trality. France and Austria
will give their moral support
but will not assist Spain and

- ABOUT TROOPS.
General Miles and all the
army officers at the department
consider that the Spanish over
tares of the last few days have
not in any way. changed the
outcome of th ituatiou. They
regard the situation as serious
iu the extreme and that war is
imminent. For this reason they
strenuously advocate the con-
centration and organization of
i he troops ou a war basis at the
earliest possible moment.
. General Miles does not advo-
cate tbe calling out of the Na
tional Guards in advance of
actual hostilities. Their scr
vices will . uot be asked until
war baa beeu declared or inter
vention in Cuba agreed upon.
