Scheme of Filipinos to Exterminate
Americans Which Failed Rebels
Disbanding.
Washington Feb. 21. The fol-
lowing dispatch was received this
afternoon from Gen. Otis':
Manila Feb. 21. Adjutant gen-
eral Washington: The following
was issued by an important officer
of the insurgent government at
Malolos on Feb. 15 1S9'J for ex-
ecution during that evening and
night in this city. Otis.
"1 You will so dispose that at
8 o'clock at night the individuals
ot the territorial militia at your
order will be found united in all
the streets of San Pedro armed
with their balos and revolvers or
guns and ammunition if conven-
ient. -'
"2. Philippine families only
will be respected. They should
not be molested but all other in-
dividuals of whatever race they
may be will be exterminated with-
out anv compassion after the exter
mination of the army of occupation.
":5. The defenders of the Phil
ippines in your command will at
tack the guard at Bilibid and liber
ate the prisoners and 'presidiarios'
and having accomplished this they
will be armed saying to them:
'Brothers we must avenge our
selves on the Americans and ex
terminate them that we may take
our revenge for the infamy and
treaeherv which thev have com
mitted upon us. Have no com-
passion upon them; attack with
vigor. All I ilipinos en masse will
second you. Long live Filipino
independence.
"4. The order which will be
followed in the attack will be as
follows: The sharpshooters of
Tondo aud Santa Ana will begin
the attack from without and these
shots will be the signal for the
militia of Trozo Biuondo (uiato
aud Sampaloe to go out iuto the
streets and do their duty; those
of Pake Lrmita and Malata Santa

Weather has moderated and the
fanners are to be seen in the fields
once more.
There is considerable sickness in
our neighborhood principally La-
grippe and Koseola.
Mr." Harry Steiffle representing

was among our merchants Satur-

that Harry took quite a large or-
der off with him.
Our prosperous merchants are
getting in extensive stocks of
goods to meet the demands of the
people.
T. W. Sharrock has repaired his
gin which has been standing idle
f-r some time and is ginning and
grinding once more.
Dr. Gardner one of our highly
esteemed physicians will move to
Marietta this week. Mr. Shar-
rock will occupy the house vacated
by the doctor.
Ivan Holt a young man of our
neighborhood while handling a
pistol accidently discharged the
same the ball passing through the
fore finger of his left hand caus-
ing a very painful though not
dangerous wound.
OAKLAND OUTINGS.

Oakland. I. T. Feb. 2D. The
blizzard on the 11th was 14 de-
grees below zero two degrees
colder than than the cold Friday

Gats are being sown and a gen-
eral move for the next crop is be-
ing pushed with .a vim.
Mrs. Dr. Welch is much im-
proved. The new school building is neap-
ing completion.
The painter is putting the fin-
ishing touches on Dr. Welch's
new residence.
Dr. James Kelley has his new
residence ready for the roof.
Jess Grinste.td went to Ardmore
this morning. Look out for him
and show him which way to start
home when he gets ready to return.
Mr. and Mrs. P. (5. Smith of
Mannsville were in our town vis-
iting last week.
Leo Dillingham has been home
for a few days but returned this
morning to Indianola Busiuess
College where he is a student.

Gen. Miller to Gen Otis. She re-
ports all quiet at Iloilo. The
American troops are occupying tie
suburbs of Jaro and Molo. Busi
ness nas heen resumed generally

rice is coining in from the pro-
vinces and there has been no fight-
ing since Feb. 12. All is quiet at
Manila. The heat is causing some
inconvenience but no casualties
have been reported.

Our Land Forces.
The army bill now before Con-
gress should have speedy and fav-
orable consideration. Under pres-
ent conditions this must be appar-
eut to every thoughtful mind.
Iu brilliant action by sea and
land the navy and the army have
won for the United States a new-
empire and for themselves im-
perishable glory. They ' may well
appeal to the considerate judgment
of mankind upon their perforl
manees confident that when carp-
ing criticism shall have been silenc-
ed they will receive their fitting re-
ward in the thanks and praises of
the generation yet to come. We
hope that the near future will show
that the lessons of the war will not
be lost upon the country and that
the regular army will le recogniz-
ed iu its department as the regular
navy has always been in its sphere
as the bulwark of the national de-
fense. When General Knox de-
clared that a natioual militia wa.s
the chief defense of nations he
had iu mind as his often misquot-
ed letter will show a people train-
ed to arms as they are todaj- in
Germany and France. He laid the
greatest stress upon the need of
such training and until Congress
provides for as it is provided for
abroad the trained soldiers of our
regular army niut be with their
compeers of the navy the coun
