A TAX ON LUXURY.
The search by prospective vie
' tims of an income tax r other !
victims to take their places has
led to some novel suggestions of
taxation. -As a vicarious eacrifice
bachelordom is offered on the
altar. At a recent meeting of the
Uew York chamber of commerce
where tb.9 millionaires had gath-
ered to protest against the iniquity i
of an income tax one of the speak-
ers proposed that a tax on bach-
pTnra choiilrl ba levied to be Cumu-
lative in its operation. The author
or the plan witnuem netaue bo
that we can not know what age he
would fix as the beginning of res
poneible bachelorhood continu-
ance in which should incur a
penalty of taxation. Justice would
demand that the bachelor of 40
should pay a heavier tax than the
bachelor ul 25 fur he must be a
hardened criminal while the other
has only begun his career of crime.
But such a law a9. that proposed
should have its modifications.
Would it bejuit to include in the
list of offenders a ba helor who
had offered his heart and hand and

A KNOWING DOG.
The rrop.-r Place for tUa Parrot W
the Crazy Ward.
When Dr. Ilsine Marks of St Louis
took charge of the city hospital he
found a lean and lank groylnun I
that had belonged tt hU prodeoe isor.
The dog would not leava the buildiivr
and having1 been trained to carry h
basket he made himself so useful
that Dr. Marks decided to let him
stay. The dog1 is very fond of sleep-
ing under the register ia Dr. Mark'
private office.
Dr. Marks has a p vrrot that h vs
almost mastered the English language
and is a very good mimic. The parrot
has been in the habit of waiting until

! down the corridor while the bird
cried in loud tones "Oh doctor!" The
parrot's screams attracted the attea-
tion of the attendant and he watched
thedog which paid no attention but
ran down the hall until ha reached
the ward for insane patients when he
took the bird into a cell and set it
down.
The parrot was calling in its loudest ;
tones and the preyhounl capjred j
about for awhile and then trotted
back to tho office and went tos'eap.
The parrot was rescued after it had
screamed until it was hoarse aa 1 the

A CHARITABLE COPPER.
Story of a Policem-tn Whose Humanity
Outweighed Official Doty.
A pathetic story of destitution
coupled with a fair example of "man's
inhumanity to man" comes from New
A few dvs asro a man who was re-
cently thrown out of employment
went to the 8tore of a we.l-known
grocer in that city and asked for 10
cents' worth of meat saying that he
was out of work and mone ' but
7ad pay as 8n. a h.t?uld- J1?
furthermore explained that ha had
several children at home who were
half-starved. The grocer refuse! the

of his most reliable customers. In
passing out the door this poor creature
8tole a sm11 Pce meat preferring
to take upon himself the stigma
of
crime than see his children suffer.
The proprietor discovered the theft
and at once sent a policeman to arrest
the man. When the officer arrived at
the little home and saw the destitu-
tion that prevailed there he turned
upon his heel and returning to the
grocer asked what was As value of
the stolen meat. "Ten cents" replied
this "narrow-gnaged" specimen of the
higher order of the brute. The of-
ficer who at least possessed some of
the instincts of a man instantly drew
from his pocket the required dime
and tossing it npoa the counter with
a contemptuous smile at the miserable
representative of modern civilization
behind it walked out.
