All 1 arrangements have been
practically perfected by the Taft
commission for commencing its
duties in connection with the Phil
ippines in establishing civil gov
ernment.
The commission will assume on
September 1 all the functions which
properly belong to the legislative
branch of the government. It is
not proposed that it shall be in
supreme control. Major General
MacArthur will be the executive of
the islands and the commission will
be co-ordinate with him just as
the executive and legislative
branches in the United States are
on the same plane.
Civil government will not be es
tablished except in those towns
where the military authorities are
satisfied there is no danger of in
surrection. The commission and
the military will work together to
propitiate the natives and induce
them to return to their peaceful
avocations. For the suppression
of those insurgents who continue
in arms it is understood measures
will be taken as soon as the dry
season begins. General MacAr
thur will soon have a force of about
70.000 effective men. who will b
used to destroy the insurgent or
ionizations when operations can
begin. v

ernor of Texas and in the manner
characteristic of men who change
party affiliations in the hope of se

Bryan is engaged in preparing his
labor day speech to be delivered at
Chicago next Monday. He will
discuss the eight-hour law and the
question of labor as effected by
imperialism. It is probable that
after making the labor day speech
he will make a brief tour of West

Gloucester Mass. Aug. 30. It
was announced here today that
Admiral Dewey would probably
come to Rockport in a few days
and join the warships at that
point. The Kearsarge is now
anchored off Rockport and other
vessels are expected.
It is understood that Admiral
Dewey be will on one of the vessels
to Bar Harbor where the Amer-
ican and British fleets are to join
in the festivities next week.

New York Aug. 30. A well
known officer of the United States
army and a graduate of West
Point writing to s friend from
Nueva Caceres P. I. under date
of July 2 1900 says:
The situation here shows an
improvement and in spite of re
ports to the contrary the fighting
is still going on. What is hap
pening in this province is a fair
sample. There are about forty-
five fairlv Brood towns here of
which the United States forces oc
cupy only twenty. Having thirty
companies of troops this gives a
garrison on an average or a com-
pany and a half per military post.
Most of the posts have but one
company

rison. the insurgents either hold
the towns or dominate them as
thev are continually on the alert
to attack towns poorly garrisoned
We are not able to attack large
forces or to pursue them
"If we should leave any town
the insurgents would come in and
punish those that have helped us.
There have been about ten differ
ent detachments of the enemy liv
insr in the hills once in a while
making a moray or attack
At-present we hear that many
of these detachments have concen
trated. aecrepatiog a force of 500
riflemen and 5000 bolo men
These we hope to attack scon as
quick as we can get more troops
But that is not easy as all over
the island they are calling for re
enforcements. Further.the work of
outpost duty patrolling end sen
try is excessive and our men are
not in good condition. The end
of this is not in sight yet nor is it
easy to suggest a possible solu
tion."

The sale will begin at 1 o'clock p
m. on the 18th day of September
and will be continued from day to
day until all the lots are sold

proved lots to be sold and about
70 improved lets the right to
which has been forfeited by the
builders of the improvements. In
these cases the improvements go
with the lots to the highest bid-
der. It is expected that this time
the sale will go through on sched-
ule time.

state for foreign affairs speaking
this evening at Therncombe said
that the situation in China was
considerably envolved because
there was no Chinese government
with which to negotiate.

China who have stood aloof from
this insurrection and while pre-
pared also to preserve British
trade with China will claim some
penalty or indemnity for the dam-
age wrought.
