ONE PLACE DESERVING THANKS.
It appears to us that the people of
this great American union are not as
Well Informed as they should be about
the great benefits the agricultural
department of the government Is
showering down upon them, says the
Kansas City Times.
They are aware of how Itbasapread
Information among the agriculturists
by means of model farms, how it has
Increased a love for the hoe cake
among the benighted dwellers in for
«ign climes, bow It has disseminated
remedies for the hog cholera, scab
amoog sheep, epizootic among horses,
ebarbon among mules, and the to-
bocco chewing habit among goats.
They know, too, or they should know,
how the agricultural department has,
ever since its inception, been bending
its efforts toward securing for us the
finest brand of weather on earth, and
has succeeded in a majority of the
states.
But the country does not know how
many other things it has done and is
doing that are calculated to make the
most unfortunate of us proud of the
agricultural department, whatever
may be the feeling they entertain
toward other administrative branches
of our government.
It is not generally known that It is
straining all its resources to discover
the cause and cure of rabies in dog6,
to Import and cultivate a number of
useful and hitherto unfamous Insects,
to examine bow purchasers of horse
'meat can detect it from mutton or
venison, to formulate a plan for ex-
terminating prairie dogs, to propa-
gate a bug born In Africa which de-
stroys the olive scale, to invent an
antidote for the gypsy moth, and to
keep the cultivators of Belgian bares
from turning them out to graze upon
the uplands and prairies of the coun-
try, thereby depriving the oxen on a
thousand bills from deriving where-
withal to becoma fattened for the
beef trait, and the gardeners in the
valleys from reaping a princely ln-
«ome from their market gardens and
their fields of waving grain.
These and many other things has
our agricultural department done,
all helpful to the people and contrib-
uting to the country’s enrichment
•nd upbuilding. So much has it done
In this direction, in fact, that It is
thought by many persons, who have
kept lte performances under observa-
tion, somewhat strange that Presi-
dent McKinley did not, in his last
Thanksgiving proclamation, give it
wome ahare of the thanks which he
divided between Providence and him

Words like these should make men
in high places who are trying to pose
as Christians sod statesmen at one
and the same time understand that
their duplicity and hypocrisy stand
revealed. MeD who are egging on the
war In the Philippines are inspired,
not by conscience, not by moral mo-
tives, but are moved by selfishness,
false pride of achievement, greed of
land, or a belief that the gjory of the
republic lies in grabbing'anything
grabable.
The conservative men and women
who a few years ago were bolding
conventions and organizing societies
for the promotion of peace all over
the world and the substitution of
arbitration for war in the settlement
of International disputes have been
pushed aside by the element that
clamors for the reign of injustice and
the enthronement of force. The roar
of cannon has silenced tbeir voices
and the greed for empire has blunted
their righteous purpose.
It Is time for the moral teachers,
for the right thinking, both in the
pulpit and out of it, to cgll for a
pause in national wrongdoing that is
exemplified in the actions of our own
and other leading governmentsof the

Every two years the above topic
becomes a subjectof some importance
to the thoughtful citizen of Okla-
homa owing to the biennial meeting
of the lawmaking branch of our ter-
ritorial government,and thequestion
naturally arises as to whose duty it
becomes to initiate or propose the
measures to be formulated into laws
for the welfare and good government
of the people. ▲ few men are elected
as legislators who become, under onr
present form of government, tbe
servants of the whole people regard-
less of party ties or party afflliationa.
Webster defines “servants” In a
legal sense to be “Stewarts, factors,
bailiffs and other agentowbolare serv-
ants for the time they are employed
io inch character, as they are subor-
dinate to others.”
Now as these legal servants are
created by the people, by virtue of
their ballots, sod act in “subordina-
tion” to them, and as the creature
cannot be greater than the creator, Is
it not clear as to whoae duty It be-
comes to initiate or decide on what
constitutes “needed legislation."
Taking this view of tbe matter I
hope and trust my eonstitaente re-
gardless of party afflliationa, will let
me know wbat new laws are needed
or exislng laws repealed, sad greatly
