Oklahoma abmitted by proclama-
tion of the president about March

the union. In the matter of citizen-
ship the same rule holds good, we
are neither of the north nor of the
south; here the extremes meet on
a common plane, past sectional
differences are obliterated by th*
better understanding which
prevails from closer acquaintance
and it now behooves the people of
this grand new state to adopt a
constitution which will be a3
superior to prior state constitution
as Oklahoma is superior to her
sister states. There is no reason
why Oklahoma in a few years
should not be, in several lines, the
leading state in the union. She
owns school land, surpassing in
area the entire acreage of several
eastern states and to this congress
generously adds an appropriation
of five million dollars in lieu of
lands in the Indian Territory.
Philanthropists will find here a
state already endowed with funds
for common schools and colleges
surpassing their most magnani-
mous bequests; no better place
than Oklahoma can be found for
journment; if ihi3 is done present
officers will no doubt hold over an
additional year and the first coun-
ty elections under state govern-
ment will be held in November
1907.
The provisions in the state
constitution with regard to liquor
will be unique. The Indian Ter-
ritory, Osage Reservation and all
Indian reservations existing
January 1, 1906, within the new
state must be covered by a clause
prohibiting, the sale, barter,
giving away or manufacturing of
intoxicating liquor. Towns of
2000 inhabitants or counties
having no towns of that
size may have one dispesary under
state control but in these liquor
can only be sold for medicinal
and scientific purposes. This
law applies to all Indian reserva-
tions and the new towns in the
big pasture will have no saloons
for at least the first 21 years of
their existence. The new constitu-
tion must guarantee perfect toler-
ation of religious sentiment and

The time when Oklahoma shall
be actually admitted is proble-
matical; the first step will be
for the proper authorities
to divide the two territories
into districts, fifty-five in each
exclusive of the Osage Reserva-
tion; after this is done the Gov-
ernor of Oklahoma and the senior
judge of the Indian Territory
shall issue a proclamation calling
an election of delegates to a con-
stitutional convention; this con-
venvention shall be composed of
one-hundred and twelve delegates,
fifty-five from Oklahoma, fifty-five
from the Indian Territory and two
from the Osage Reservation.
This election must be called
within six months from June i5,
1906, and sixty days prior to the
dateset for such election. The
convention when assembled shal

islature, with the provision that
when sold it must be at public
auction and that the lessee shall
have the right to take the land at
the highest bid; if the lessee does
not exercise this right, the pur-
chaser must first pay such iessee
for his improvements as ap-
