Some years ago Lemuel Ely Quigg,
an a congressman, expressed the
inion that the police commlssipner
New York city should be “an in-
lllgent despot.” The idea was ridl-
uled then, but Mr. Quigg derives
ome satisfaction from the knowledge
that the grand jury of New York coun-
ty has made a recommendation ap-
proaching somewhat closely to his
■view. The commissioner, says the
jury, should hold office for at least ten
years and should be removable only
■upon proof of charges which he has
had opportunity to meet.
COMMITTEE’S REPORT ON COUNTY
BOUNDARIES ORDERED TO TAKE
ITS REGULAR COURSE.

to the curious fact that the shells of
certain animals, such as cephalopoda,
brachipods and some bivalves, are
commonly marked by retrogressive
changes as age advances. “The old

shell of the cephalopod has, in old
age, however distinct and highly orna-
mental the adult, very close resem-
blance to its own young.”

to press the advantage gained by the
close margin of two votes and the report
on county boundaries was allowed to take
Its regular place on the calendar of the
committee of the whole.
■ The committee on county boundaries
reported Wednesday, providing for <5
counties In the now state, 44 to be cut
from Indian Territory and 31 from Okla-
homa, but so many Important matters
are scheduled ahead of it that unless a
record breaking disposition of business
Is effected the report may lie over until
after the holidays, a thing admitted to
bo very distasteful to the majority.
A caucus of democratic constitutional
delegates was held at night to devise an
emergency calendar permitting the coun-
ty boundary question to be called up for
vote before Friday, when adjournment
was to be taken for two weeks.
The time of the convention during the
afternoon session was consumed in the
consideration by the committee of the
whole house of the reports of the com-
mittee on preamble and bill of rights,
and the committee on federal relations.
In considering the report of the com-
mittee on federal relations a long dis-
cussion was provoked by an effort on the
part of the prohibition leaders to prevent
the adoption of that portion of the re-
port which embodies the provisions of
the enabling act vyith regard to the liquor
traffic, but after a lengthy debate the
report was adopted, the convention tak-
ing the position that the provisions of the
enabling act had to be incorporated in
the constitution without modification and
might as well be enacted now as at a
later date.
At 5 o'clock the committee of the whole
arose, reported progress and asked for
further time to complete the matters
under consideration. The convention then
adjourned until the regular hour tomor-
row' morning. _ ,
OPPOSE COAST DEFENSE
Teachers’ Books Barred.
The New York city board of educa-
tion has decided tq prohibit the use of
all ‘text books prepared by teachers
in the city’s employ. This will bar
Conrade’s Grammar and Borachio’s,
Song Collection. Only one member
of the board voted against this action.

Public School Pupils Best.
Figures concerning the students ma-
triculated at Cornell in the last 20
years Indicate that 42 per cent, have
come from private schools and 58 per
cent, from public schools. Of private
school pupils, 153 were dropped after
the first term and 111 from public
schools, and the percentage of failures
among the public school graduates is
much lower than those of private
schools. Consequently, the Cornell
faculty favors withdrawing the priv-
ilege of admission by certificate from
private schools.
Real Home of the Peanut.
Botanists have placed the home ot
the peanut In Africa, but some author-
ities think it native to Brazil. Louis-
iana finds the Spanish variety—a
small, but fine nut—best adapted to
the climate of that state. The “goob-
er grabbers” of Georgia and South
Carolina like the small white and red
peanut of Tennessee, and each year
shows an increasing cultivation in
those states of that variety.

Committee on Military Affairs Will
Refuse Any Appropriations
WASHINGTON: The committee on
military affairs of the senate made it
perfectly plain in a debate In the senate
that it would oppose any furthre appro-
priations for coast defense until legisla-
tion was passed providing enough men
to man the guns already mounted.
The discussion came up over the con-
sideration of a bill providing for an in-
crease in the artillery corps and Its deep
significance lay in the fact that opposi-
tion to the measure came from Mr. Hale,
the chairman of the committee on naval
affairs.
The senator from Maine declared that
there was always a strong pressure for
increase in money and men for the
army. In replying to the declaration of
Mr. Warren that there were now three
times as many guns as there were men
to handle them he said that a lack of
guns and of men would indicate that the
country had no enemies.
Mr. Warren Interjected the remark
that if there were no enemies, it was
a wonder the government expended about
$15,000,000 annually for fortifications.
He charged that valuable guns could
be found in coast fortifications greased
and covered with canvass and said that
in case of war this great defense system
would he rendered useless because there
would be no one to mnn the guns. He
said he expected to call his measure up
later and press it before the fortifica-
tions hill to be acted upon so that it
could be determined whether congress
Intended to fool away anyjnore money.
HITCHCOCK CALLED DOWN. ^
WASHINGTON: Admitting that they
had no authority of law for withdrawal
from allotment of nearly 4.000.000 acres
of land belonging to the five civilized
tribes In the Indian Territory for the pur-
pose of creating a forest reservation, two
members of the president's cabinet. Sec-
retary Hitchcock, department of the In-
terior. and Secretary Wilson, department
of agriculture, endeavored to Justify
their course by stating they had the
best Interest of the Indian at heart.
The explanation was made before a
select senate committee which Is investi-
gating affairs In relation to the property
rights of the five tribes, but the com-
mittee declined to accept it and Senators
Clark of Wvomlng. Teller. I.ong and
Rrandegee declared that the Interior de-
partment had suspended a statute of the
United States without authority and that
It was the duty of Secretary Hitchcock
Immediately to cancel his order withdraw-
ing the land from allotment. The same
senators said to Secretary Wilson and
Chief Forester Gifford Plnehot that it
was their duty to withdraw their request
to the secretary of the Interior for a
suspension of the allotments.

November as filed with Governor Franx
recently.
"At the present time there Is more
money on hand to the credit of the
territory than was ever before this year,
the sum total being $919,012.15.
Seceretary Fred Wenner confirms this
statement of Treasurer Rambo and also
said:
••Altogether I now have on hand a sum
exceeding $200,000. all deposited in the
banks designated as school land deposi-
torlos. and fully insured. Onthe first
of the month I had on hand $180,000
which is the money Treasurer Rambo
no place to put. and since that
I have collected In ove; $20,000

Why German Ship Was Favored
Sir West Ridgeway, until lately
governor of Ceylon, returned to Eng-
land from that country in a German
steamship. The question was raised
in the house of commons why he had
not traveled on a British vessel. The
colonial secretary explained that Sir
West was allowed to take his pet dog
with him on the German ship, a priv-
ilege the English ships had denied
him. _
