It is stated on Spanish authority
that the pay of the Spanish forces
in Cuba is $00,000,000 iu arreas.
Wht-u it is brought to mind that the
rumneratiou of Castilian warriors is
but little in exoess of sixpence a day
two faots become obvious; first, that
there are a great many Spanish
troopa in the Kver— Faithful isle;
and, eeoond the most of them have
never as yet received pay at all. If
they ever get any .in the future, they
will be in wonderful luck.
Many of the 3OO men who wereou
board the whalers that are imprison-
ed iu artic ice at the northernmost
point of Alaska haye started with
sleds to reach Point Barrow, where
there is u trading post well stocked
with provisians. rSome of the vessels
are 250 miles from the shore.
The seal conference has resulted
in an agreeuiet being made by the
United States, Russia and Japan to
obstain from killing seals for a num-
ber of years. In this agreement be-
ing reached by the United States
she could find out what Canada
tbiuks bout it. Great Britain’s
representative expected to find Can-
ada's ou the ground, but awaits his
coming, and may wait in vain, in
which case Great Britain may go
ahead and join the agreement. Such a
c jurse would serve Canada right.
New York, Nov. 1-The Cuban
Junta held u meeting to-day to pro-
test against the proposed reforms
offered by Spain to Cuba. It was
unanimously decided to draw up a
resolution repudiating the proposed
reforms, to be signed by every Cuban
patriot now residing iu this country
and abroad.
Spanish goveriueut officials do not
like Weyler’s declaration that he is
recalled in compliance with desires
of the United States. Don Valeriano’s
course during his commandership of
Cuba displeased eyerybody, and it
would be unreasonable to expect him
now to say or do anything calculated
to excite the gratification of anybody.

employes. This is now all plain as

having failed to get it through the
heads of mill owners, they threaten
the Kingdom with a general strike

Capt. Alfredo liebena has been cap-
tured to-day near Havana by the
Spanish guerrilla forces of Luyanou
Havana and San Miguel del Padro,.
combined. It is not known yet what
his fate will be. according to the
Military law in force here he will be
court-martialed, but whether a
death sentence will be passed upon
him. as was the usage under Weyler,
or whether Gen. Blauoo wili be more
merciful than his .predecessor, is not
announced.
The capture of Rabenahas arous-
ed much interest. Though he is not
an important Cuban leader, 'he is
the first prisnor to be taken by the
Spanish since the leading -of Gem.
Blanyo.
The sanitary condition of Havana
has not inproved. Y ellw fever and
malaria are the prevailing maladies.
