Topeka, Nov. 14.—There will be a
fctate good roads congress in Topeka in
January, at which the county commis-
sioners, road overseers and other olli-
ciale identified with the highways of
Kansas, will assemble from all parts
of the state.
The Kansas association will meet
January 15, in Topeka, in response to
a call issued by J. K. Wright, of Junc-
tion City, president, and Robert Stone,
Topeka. secretary.
This meeting is called for the pur-
pose of framing a law to be presented
to the legislature at the next session. I

Seneca, Kan., Nov. 13.—Mrs. Bailey,
wife o* Monroe Ilailey, of Haileyville,
anil mother of C'ongressman-at-Larg-e
VV. J. liailey, died last night at her
home near Haileyville of paralysis,
aged TO years. She was stricken short-
ly after the congressman's return from
Washington, four months ago, and has
been lielp'css ever since.
The son was a faithful watcher and
has been almost constantly at her bed-
side during the illness.

Galveston, Nov. 13.—Miss C ara Bar-
ton sajs that the chilly weather is
causing great suffering among the
homeless people. It will be almost a
miracle if pneumonia and kindred dis-
j eases do not follow the cold spell, if it
continues, and further cold weather is
inevitable from this time on. The
appeals which were sent oui for build-
ing material have not met with the
generous responses that followed the
appeal for food and clothing which
went out immediately utter the sti rm.
Supreme Court Without Power.
Washington, Nov. 14. —Chief ,1 ustice
Fuller has aunounccd the refusal of
the United States supreme court to re-
view the proceedings of the provisional
court established by Governor General
Davis lu I'orto Hieo in the ease of Jose
.luan Vidal and others by which they
were ousted from the municipal offices
of tlie town of tiuaymas in that islund.
The refusal was bused upon the ground
that the com t is not empowered to re-
view the proceedings of a military
tribunal hy certiorari.

Some wrought-iron girders in a
building in Chicago had to be cut dur-
ing repairs to make room for a steel
column, and it was decided to use elec-
tricity Instead of the old method of
sawing. The gilders to be cut were
six In number and fourteen inches
deep, with a one-inch web. To ac-
complish the work it was necessary to
melt about 225 holes In tho girders,
and the actual time spent in cutting
all was thrt-e and one-half hours.
